About the role

This position is within the Logistics Career Field and involves providing emergency services to the public by answering 911 calls and coordinating responses with appropriate personnel and equipment.

Responsibilities

• Answer emergency 911 calls and dispatch appropriate emergency units based on local protocols.
• Provide initial incident command support until responding emergency units arrive on scene.
• Identify the nature of emergencies and determine the required level of response.
• Monitor computerized fire alarm systems and other alarm systems, including Joint Capabilities Integration Development System (IDIDS) alarms.
• Maintain accurate status of all emergency response equipment and personnel to ensure prompt and accurate response.
• Operate Computer Aided Dispatching (CAD) systems, telephones, radios, and station alert systems.
• Provide emergency medical dispatching assistance to callers with medical emergencies.

Requirements

• Appointment may be subject to a suitability or fitness determination, including a completed background investigation.
• Must demonstrate reasonable proficiency in Enhanced 911, CAD, Land Mobile Radio (LMR), and station alerting software within 16 weeks of employment.
• Position is subject to shift work, including nights, weekends, and holidays.
• Incumbent must work regardless of weather conditions or base closure and report to the duty station at the scheduled time (mission essential).
• May be required to wear a uniform.
• Must pass a pre-employment fingerprint-based criminal history investigation for access to Criminal Justice Information Systems.
• Must obtain and maintain a valid state driver’s license.
• Must obtain and maintain certifications in:
  • Cardiopulmonary Resuscitation (CPR).
  • Emergency Medical Dispatch based on program standards at the assigned location.
  • Department of Defense Telecommunicator I and II or equivalent.
  • State National Crime Information Center (NCIC) certification.
  • National Incident Management System (NIMS) IS 100, 300, 700, 800, and 907 courses.
• Continuous current certification is a condition of employment.
• Must complete continuing dispatch education (CDE) requirements through in-service training.
• Must obtain and maintain eligibility for a Secret security clearance.
• Must meet Cyber work role requirements per DoDM 8140.03, including:
  • Foundational qualification requirements within 9 months.
  • Resident qualification requirements within 12 months.
  • 20 hours of Continuous Professional Development (CPD) per work role code.
• Must be a qualified typist, defined as typing 40 words per minute with three or fewer errors based on a 5-minute sample.

Qualifications

Open to U.S. citizens. Experience refers to paid and unpaid experience, including volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

GS-06 Specialized Experience

• One year of specialized experience, including:
  • Answering emergency and/or non-emergency calls in a public safety communications center using established procedures.
  • Operating emergency communications and computer-aided dispatch equipment to assist with dispatching public safety resources.
  • Monitoring field unit responses to relay incident updates to callers and/or responding personnel.

GS-07 Specialized Experience

• One year of specialized experience, including:
  • Answering emergency and non-emergency calls in a centralized public safety communications center.
  • Determining the level of emergency to dispatch appropriate police, fire, or emergency medical assets using computer-aided dispatch capabilities.
  • Assisting with crisis intervention for distraught callers.

This position may be filled at the GS-06 or GS-07 level. If filled below the full performance level (GS-07), the incumbent may be noncompetitively promoted to GS-07 after meeting regulatory requirements and upon management recommendation.
