Public Buildings Manager 3 (NY HELPS)

About the role

The Public Buildings Manager 3 oversees facility and building operations at Peebles Island State Park, ensuring safety, functionality, and historical integrity under the direction of the Director of Historic Preservation Services.

Responsibilities

  • Coordinate with the Division of Historic Preservation to ensure compliance with restoration requirements and that repairs or alterations preserve the site’s historic value.
  • Address specialized challenges such as lead paint, asbestos testing, and mold mitigation in high-value or sensitive collections.
  • Serve as the primary on-site contact for capital campaign(s).
  • Oversee diverse facility and construction projects, including scheduling preventive maintenance, initiating work orders, and inspecting completed work for quality and safety.
  • Operate heavy equipment, including skid steers, tractors, dump trucks, plows, and lawn mowers.
  • Manage security alarm access, emergencies, fire suppression, and health and safety matters.
  • Attend Regional Business Office and other position-related meetings.
  • Oversee critical systems, including fire suppression and security alarms.
  • Perform full supervisory duties: time and attendance, counseling, labor relations, performance evaluations, probationary reports, and staff training.
  • Supervise daily activities of contracted and state employees in grounds maintenance, building maintenance, custodial services, security, and facility staff.
  • Conduct PPE safety training.
  • Assist in developing contracts for goods and services and monitor deliverables for compliance.
  • Oversee procurement of supplies, materials, and equipment for the facility.
  • Determine and evaluate budgetary needs based on facility expenditures and capital projects.
  • Conduct inspections to ensure compliance with fire, emergency, security, maintenance, and comfort standards.
  • Enforce state building codes, safety protocols, and regulations.
  • Maintain and oversee vehicle fleet.
  • Prepare reports, implement policies and procedures, and ensure adherence to them.
  • Perform other duties as assigned.

Requirements

Candidates must meet one of the following qualifications:

  • Civil Service Eligible List: Must be reachable on the current eligible list(s) if they exist.
  • NY HELPS or 55-b/c Program: Must meet the open-competitive minimum qualifications:
    • Six years of experience managing an occupied building of at least 250,000 gross square feet or a complex of buildings totaling at least 300,000 square feet. At least two years must include supervision of service contractors or in-house staff (e.g., plumbers, electricians, carpenters, or other skilled trades).
    • Experience must include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following: grounds maintenance, security and access control, or cleaning oversight (including sanitary requirements and inspection).
    • An associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience.
    • A bachelor’s degree in the above fields may substitute for three years of the general experience.
    • Degrees must be awarded by a college or university accredited by a regional, national, or specialized agency recognized by the U.S. Department of Education. For degrees earned outside the U.S. or its territories, independent verification of equivalency is required (see http://www.cs.ny.gov/jobseeker/degrees.cfm). Candidates are responsible for evaluation fees.
  • Subsequent 55-b/c Qualifications: At least one year of permanent or contingent-permanent qualifying service with a current Civil Service 55-b/c letter of eligibility.
  • 70.1 Transfer Qualifications: At least one year of permanent or contingent-permanent qualifying service in a title deemed transfer-eligible by Civil Service. Note: The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. See Civil Service GOT-IT for a list of approved titles.

Operational Needs: A valid New York State driver’s license is required. Failure to maintain it may result in removal from the position.

NY HELPS Program: This position may be filled via a permanent non-competitive appointment. Employees hired under NY HELPS will have their status converted to competitive within one year, with full rights and privileges. While serving in a NY HELPS title, employees may participate in promotion examinations for which they qualify. Promotional appointments are restricted until the position is covered into the competitive class or the employee obtains permanent competitive status. The Civil Service Commission has covered-in employees appointed between June 26, 2024, and June 11, 2025. Eligibility for promotion will be reviewed by Human Resources.
