About the role

Manage medium-sized and fairly complex new building construction projects and the rehabilitation and renovation projects for NYS Facilities. Assist higher-level staff in managing more complex building construction projects.

Responsibilities

  • Manage and monitor consultant contracts
  • Manage the request for design, construction, and professional services from other State agencies
  • Review and supervise consultant projects
  • Full range of supervisor duties
  • Perform other duties as assigned

Qualifications

Required experience: Seven years of experience in multi-trade building construction, which must have included two years of managing multiple building construction projects. Experience managing multi-trade building construction projects shall include responsibility for three or more of the following areas:

  • Construction planning coordination of multiple trades
  • Cost estimating
  • Project scheduling
  • Material purchasing
  • Resource management (including labor, material, and equipment scheduling)
  • Construction document reading and interpretation (e.g., plans and specifications)

Applicant degrees in related fields may substitute for experience as follows:

  • Associate degree: two years of required experience
  • Bachelor's degree: four years of required experience
  • Master's degree: five years of required experience
  • Doctorate degree: six years of required experience

OR 52.7 Non-Competitive Promotion: If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. To be eligible for the NCP, candidates must meet the following qualifications:

  • Current New York State Office of General Services employee with one year or more of qualifying permanent service as a Building Construction Program Manager 1 and must not have failed the two most recent exams

OR HELPS Promotional Qualifications:

  • One year of permanent service as a Building Construction Program Manager 2

OR Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service as a Facilities Planner 2 and eligible for transfer under Section 70.1 of the Civil Service Law.
