Requirements
- Bachelor’s Degree or higher in Journalism, Advertising, Marketing, Public Relations, or a closely related field from an accredited college or university.
- Three years of professional experience in journalism, public relations, or marketing, including one year in public safety.
- Texas Class “C” Driver’s License or equivalent from another state.
Responsibilities
- Plan, direct, coordinate, and evaluate comprehensive public information and outreach programs for a bilingual community, including:
- Conducting market research and analyses to determine public relations and outreach needs.
- Working with executive staff to develop and implement policies and strategies for internal/external communications, public relations, marketing, community relations, and public information.
- Reviewing performance against objectives to assess program effectiveness and recommend changes.
- Coordinating and presenting programs to promote awareness of public safety activities to civic groups, school districts, and the public.
- Directing the preparation of printed literature, brochures, and audiovisual aids.
- Preparing and distributing a weekly employee newsletter and annual report.
- Act as the El Paso Fire Department spokesperson and coordinate media relations, including:
- Establishing contacts with elected/appointed officials and their staffs to advise on sensitive public information matters.
- Attending meetings and strategy sessions to stay informed of major governmental programs.
- Advising on press releases, potential public relations issues, and media interview handling.
- Preparing responses to information requests from Public Service Board, City Council, and other agencies.
- Serve as media liaison and spokesperson during incident management activities, including:
- Staying active at the Emergency Operations Command or post-incident relief centers.
- Developing informational campaigns until the Emergency Operations Command is deactivated.
- Generate and distribute multimedia content through digital and traditional channels (e.g., social media, website) to enhance public awareness of Fire Department activities and safety education.
- Supervise assigned technical and administrative support personnel, including:
- Setting work procedures, performance standards, and schedules.
- Reviewing work for accuracy, policy conformance, and resolving grievances.
- Coaching staff for competency improvement and career advancement.
- Recommending employee selection, pay adjustments, discipline, or termination.
- Serving on applicant interview panels.
- Manage personnel by scheduling, assigning, instructing, and evaluating work; enforcing rules; and recommending hiring, termination, or disciplinary actions.
