Project Support Specialist.

This position is within the Construction Branch Resident Office and supports financial and administrative functions for construction contracts.

Responsibilities

  • Prepare payment estimates, contract modifications, contract accruals, and contractor evaluations using the Corps of Engineers Financial Management System (CEFMS).
  • Process partial and final payment estimates submitted by contractors.
  • Acquire thorough knowledge of contract payment items as outlined in bid schedules and specifications.
  • Support the formalization of contract modifications, including obtaining funds validation, preparing forms for the Contracting Officer’s signature, and entering completed modifications into systems.
  • Prepare recurring and special reports/updates reflecting the status and progress of construction contract operations.
  • Maintain manual and electronic records and files.
  • Create and/or update step-by-step processes and standard operating procedures for contract modifications, closeout, accruals, and other processes.

Qualifications

To qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience. If qualifying based on education, transcripts will be required as part of your application.

Specialized Experience (GS-9): One year of specialized experience which includes:

  • Processing payments in a computerized program.
  • Assisting in contract modifications.
  • Processing monthly accruals.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR Education: Master’s or equivalent graduate degree, or 2 full years of progressively higher-level graduate education in a field demonstrating the knowledge, skills, and abilities necessary to perform the work of the position.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

Foreign Education: If using education completed in foreign colleges or universities to meet qualification requirements, you must show that the education credentials have been evaluated by a private organization specializing in interpretation of foreign education programs and deemed equivalent to that gained in an accredited U.S. education program.
