Job Summary
The City of Dallas seeks a Project Coordinator III to review and approve plats and engineering plans to ensure compliance with city codes, ordinances, and construction standards.
Overview
The Project Coordinator III provides senior level coordination, management, and facilitation of various infrastructure and construction projects across the City.
Essential Functions
- Performs project coordination, oversees permitting processes, and maintains open communications for various infrastructure and related construction projects occurring within the City; facilitates communication and collaboration between the departments, contractors, and other project personnel; conducts and facilitates meetings to address problems, open discussion, and encourage successful project implementation.
- Facilitates and oversees the successful delivery of accurate building inspection review and permitting process; leads and supervises plans examiners and demonstrates knowledge in many fields including engineering, zoning, permitting, and others.
- Captures team review meetings that review multi-million dollar utility infrastructure projects; consults plan reviews, explains related codes and ordinances, and provides conflict resolution; coordinates various testing and evaluation prior to project implementation to ensure uninterrupted services.
- Provides guidelines for project reviews by setting schedules and expectations of staff; meets with assigned staff daily and weekly on project issues that may arise; trains and provides direction on challenging or complex coordination issues; responds to inquiries regarding contract procedures or status of current projects and works with staff to maintain strong communication between all parties.
- Reviews plans and plats for zoning compliance; verifies the plan zoning, researches previous plans, analyzes plans against ordinances and ensures appropriate approvals; supervises the issuance and administration of permits in accordance with approved associated plans; serves as a member of the Plat Committee and assists surveyors and engineers with requirements of plat release and acceptance.
- Reviews, evaluates, and ensures contract compliance with all City standards for private development contracts; manages insurance documents and other related forms are submitted and up to date; checks that all contract values match scope of engineering plans; evaluates contracts for water/wastewater contracts, paving or drainage contracts, and other infrastructure related contracts.
- Researches and coordinates funding sources for all projects ensuring a seamless production from start to completion; calculates and creates Posse invoices for inspection fees, acreage fees, and other fees ensuring timely payment for uninterrupted project progress.
- Conducts and attends various meetings to discuss construction related issues, concerns of project implementation, layout of new utilities and infrastructure, and to ensure collaboration and effective project coordination between all necessary parties.
- Performs any and all other work as needed or assigned.
Knowledge and Skills
- Knowledge of plan review, plan development, and plan approval process.
- Knowledge of project coordination and implementation.
- Knowledge of permitting and construction processes.
- Knowledge of general marketing and related project activities.
- Knowledge of utility infrastructure development.
- Ability to interpret City ordinances, rules, standards, and protocols.
- Ability to read and interpret blueprints and other schematics.
- Ability to provide leadership and training to lower level subordinates.
- Ability to manage multiple projects across the City.
- Ability to create accurate and complex reports and project documentation.
- Ability to provide exceptional customer service and interaction.
- Communicating effectively verbally and in writing.
- Establishing and maintaining effective working relationships.
Education
MINIMUM QUALIFICATIONS:
- Bachelor's degree in a business, public administration, engineering, architecture or construction management field.
- Two (2) years of experience in any of the following: Managing construction-related activities, Designing and/or coordinating capital improvement projects, Preparing/monitoring/administering/negotiating contracts for: public sector projects, engineering projects, building construction projects OR other construction-related projects.
- One (1) year of experience with supervisory/project management responsibilities.
- High school diploma or GED plus six (6) years of the required experience including one (1) year supervisory/project management responsibilities.
- An associate's degree in any field plus four (4) years of the required experience including one (1) year supervisory/project management responsibilities.
- A bachelor's degree or higher in a non-specified field plus four (4) years of the required experience including one (1) year supervisory/project management responsibilities.
- A master's degree or higher in a specified field plus one (1) years of the required experience including one (1) year supervisory/project management responsibilities.
Salary Range
$62,379.20 - $76,585.60
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
