Program Supervisor II (Turning Point/Department of Corrections)
About the Role
This position is based at the Columbia River Correctional Institution in NE Portland, OR. The Program Supervisor works as a member of an interdisciplinary team to implement and monitor drug and alcohol re-entry treatment for clients within a prison-based program. This role involves Primary Counselor duties with a select caseload of high-risk clients, as well as program administration duties to promote a strengths-based, client-centered, trauma-informed approach. The Program Supervisor ensures program activities align with regulatory and contractual specifications, provides direction to team members, and manages day-to-day program operations.
Responsibilities
- Assist the Program Manager in implementing evidence-based practices related to addiction and criminality.
- Support Quality Assurance efforts to ensure accurate and up-to-date documentation of assessments, treatment, and client progress.
- Coordinate continuity of care with internal and external service providers.
- Collaborate with Department of Corrections (DOC) personnel to maintain a safe clinical environment.
- Prepare reports for the Program Manager or other stakeholders as required.
- Monitor program expenditures and resources, suggesting and implementing efficiency improvements.
- Provide therapeutic services and case management to high-risk/high-need clients.
- Demonstrate sound clinical judgment in working with clients with criminality, addictions, and mental health issues.
- Provide clinical supervision, training, and guidance to staff to meet program goals.
- Participate in supervision, clinical case conferences, and staff meetings.
- Comply with facility regulations, policies, and procedures.
- Assist in crisis situations, following emergency protocols and de-escalation practices.
- Respect and honor client rights, demonstrating professional boundaries and ethics.
- Maintain clinical records in compliance with agency policies and local, state, and federal regulations.
- Adhere to mandatory abuse reporting laws, 42 CFR Part 2, and HIPAA regulations.
- Complete annual employee training requirements.
- Facilitate treatment groups and individual counseling using evidence-based practices (e.g., Cognitive Behavioral Therapy, Motivational Interviewing).
- Develop treatment plans, identify relapse and recidivism risk factors, and complete substance abuse and ASAM LOC behavioral health assessments.
- Document clinical records using the Electronic Health Record System (EHR).
- Perform other duties as assigned.
Requirements
- Must obtain CADC II certification within six months of hire; eligibility or registration for CADC II is required.
- Preferred: CADC II, QMHA, or a Master’s degree in a behavioral health field.
- Three years of relevant work experience providing substance abuse treatment.
- Preferred: Experience in supervision/leadership and working with adults with co-occurring disorders and criminal justice involvement.
- Valid driver’s license with a clean three-year driving record; ability to pass a DMV check and complete Cascadia’s Defensive Driving course.
- Current CPR, First Aid, and AED certifications.
Skills
- Strong written and verbal communication skills.
- General understanding of criminality and criminogenic risk factors.
- Thorough knowledge of evidence-based practices, systems, procedures, and treatment strategies.
- Proficiency in computer hardware/software for data entry, report preparation, and data retrieval.
Working Conditions
Environmental: Work is performed in a minimum-security, male prison with moderate risk of personal injury or illness due to disruptive clients or exposure to disease, biohazards, noise, and contaminants. Universal precautions and situational awareness are critical. Rest breaks and meal periods may be interrupted.
Mental Demands: Involves revising or developing work procedures and treatment strategies with a high degree of autonomy. Decisions are made collaboratively with management and may impact costs, employee morale, or client outcomes. Work is diverse and may involve unpredictable circumstances requiring flexible time management.
Physical Demands: Ability to assist in providing safety in potentially volatile situations and support clients in learning socially acceptable behaviors.

Pay
Starting rate range: $70,331.30 – $75,355.73 USD.
Schedule
Monday through Friday, 8:30 a.m. to 5:00 p.m.
