Program Supervisor II

VOALA (Volunteers of America Los Angeles) is a non-profit human services organization committed to serving people in need, strengthening families, and building communities. VOALA provides a variety of social services including Head Start programs, Upward Bound college prep programs, veterans’ services, homeless shelters, low-income housing, and drug and alcohol rehabilitation.

About the role

The Program Supervisor II provides experience-based competencies and administrative assistance to further the efforts of program staff in fulfilling contracted goals and objectives. Program leaders are responsible for meeting all program contractual daily Key Performance Indicators, including daily program numbers, data quality input, note-taking, exit indicators, and services provided.

Responsibilities

• Achieve grant objectives by supervising program staff, providing expertise, and monitoring service delivery while reporting progress to the Director.
• Coordinate day-to-day operations of program service providers, overseeing intake, creation of service plans, and delivery of services to clients.
• Conduct weekly case conferencing and monthly case file audits to ensure participant records are complete and accurate.
• Monitor program compliance with VOALA policies and required procedures; maintain documentation of all program procedures.
• Assist the Director with implementing policies, procedures, and forms to facilitate effective operation of intensive case management and delivery of high-quality services; train and mentor staff.
• Coordinate outreach and collaboration efforts with community partners and stakeholders.
• Provide on-site supervision and direction for staff, ensuring proper oversight of program operations.
• Plan workloads, budgets, deploy resources, and organize subordinate individuals and programs.
• Maintain accurate records of all services provided to clients in both hard copy and electronic formats; report progress on project timelines to the Director.
• Collaborate with other service providers to link programs to community resources and supportive services.
• Keep comprehensive records of compliance with funder and regulatory requirements.
• Responsible for the case management team’s development through training, policy and procedure guidance, structured supervision, and learning collaboratives.
• Identify better, faster, and more efficient ways to achieve program goals and objectives.
• Engage in community outreach efforts.
• Perform other duties as required, which may be subject to change.

Requirements

• Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment, and education verifications.
• Ability to perform under circumstances of possible emotional stress and conflicts when dealing with difficult, uncooperative, and potentially aggressive clients, including those experiencing homelessness, mental illness, substance abuse, or recent incarceration.
• Associate’s degree or a combination of relevant education and 2 years of experience.
• 12 months of supervisory experience in a social services organization (leading programs, projects, or staff).

Preferred Qualifications

• Master of Social Work or a discipline related to program services.
• Prior experience as a supervisor or team leader managing 5 or more individuals.
• Experience managing public contracts (e.g., HUD ESG, SAMHSA).
• Experience with report development for public funders.
• Knowledge of community resources.
• Experience with HMIS and other relevant databases used by partner service providers.
• Ability to work with people from various backgrounds and/or limited English capabilities.

Skills

Mandated Reporter: All employees are considered Mandated Reporters and must report any instance of physical or sexual abuse to proper authorities.

Pay

$29.88 - $31.45 per hour
