Key Responsibilities
- Lead and direct a team of program and project managers across Utilities Privatization, real estate, and environmental portfolios
- Establish priorities, assign workload, and ensure alignment with contract objectives and AFCEC strategic goals
- Serve as the accountable lead for program execution, performance, and deliverables
- Serve as primary liaison to AFCEC senior leadership, providing strategic recommendations and actionable insights
- Lead executive-level briefings, decision packages, and program reviews
- Ensure leadership is informed of critical risks, milestones, and approvals
- Oversee development and execution of KPIs, dashboards, and performance analytics
- Identify trends, risks, and opportunities across the portfolio and implement corrective actions
- Drive continuous process improvement and operational efficiency
- Lead governance processes including eSS approvals, staffing packages, and senior leader coordination
- Oversee Monthly Activity Reporting (MAR) and ensure accuracy, completeness, and executive relevance
- Integrate cross-functional efforts across engineering, contracting, environmental, and real estate teams
- Support capture strategy, proposal development, and client engagement efforts
- Identify opportunities for program expansion and innovation within AFCEC portfolios
- Provide mentorship, coaching, and performance management for assigned staff
- Foster a high-performing, collaborative team environment
- Drive accountability, ownership, and professional development across the team
Required Qualifications
- Bachelor’s degree in a relevant field such as Engineering, Business, Energy, Organizational Leadership, Education, Human Relations, or equivalent experience supporting federal programs
- 5+ years of experience supporting DoD or federal programs
- 5+ years of leadership or team management experience
- Demonstrated experience leading complex, multi-stakeholder programs
- Strong communication skills with experience briefing senior leadership
- Ability to obtain and maintain a security clearance
Preferred Qualifications
- Experience with Air Force Civil Engineering Command programs and mission sets
- Program Management Professional (PMP) certification
- Experience in Utilities Privatization (UP), P3, or federal infrastructure programs
- Experience with DoD contracting and acquisition processes
- Advanced data analysis, KPI development, and performance reporting
- Experience with workflow automation tools and database systems
