Program Manager Overview
BAE Systems is seeking a Program Manager in Norfolk, VA to oversee and execute contracts in ship repair, commercial, and fabrication work. The role involves capturing proposals, leading pre-production processes, and managing ongoing projects.
Key Duties
- Lead and facilitate teams to address issues across multiple departments
- Provide training support and interact with internal/external customers
- Support the business for assigned programs and serve as the primary point of contact
- Execute programs from proposal through contract closeout phase, preparing plans and developing project cost estimates
- Coordinate project activities, deliverables, and action items with production, planning, contracts, supply chain, finance, etc.
- Lead teams and have links to production leadership to provide direction around safety, quality, cost, and schedule
- Manage the change process, ensure changes are incorporated and funded, and evaluate performance
- Evaluate and identify opportunities for improvement across all trades working on the project
- Maintain/develop new processes and procedures to promote safe, efficient work execution
- Communicate material demands and coordinate activities, deliverables, and action items
- Manage the lifecycle management system process and use Earned Value Management (EVM) practices to inform leadership and customers

- Manage stakeholders, influence, and negotiate
- Exercise judgement in evaluating and proactively anticipating schedule and budget deviations
- Ensure risks and opportunities are properly captured, appropriate risk mitigation activities are identified, and risk mitigation is effective and communicate appropriate program metrics to leadership and customers
- Understand and adhere to applicable standards and laws, coordinating with various departments for successful project execution
- Manage communication and feedback with customers (IDRs, CFRs, etc.) to resolve technical issues where additional guidance is required
Qualifications
- Bachelor’s Degree and 8 years of experience in project planning, execution, monitoring, and controlling processes
- Experience in Program Management/PMO
- Experience in People Management/Leadership
- Experience in Cross-functional team leadership to deliver commitments
- Knowledge of NAVSEA Standard Items (Repair) and Commercial standards
- Ability to develop concepts, plans, schedules, and budgets and effectively communicate them to the team to align cross-functional goals
- Ability to organize and prioritize project schedules and requirements on short-term and long-term basis
- Ability to monitor performance through Key Performance Indicators (KPIs) and metrics, analyze data, and deliver status reports and presentations to leadership and customers
- Ability to identify, analyze, and understand problems and collaborate to explore creative solutions
- Ability to lead, mentor, coach, train, and support succession planning
- Ability to manage stakeholders, influence, and negotiate
- Strong organizational and follow through skills
- Strong planning, coordination, and organization skills

- Proficiency in Microsoft 365 and SharePoint
- Master’s Degree or MBA preferred
- Project Management Professional (PMP) or similar certification preferred
- Experience in Defense, Ship Repair or Maritime Industries preferred
- Experience in marine facilities modernization/upgrade projects preferred
- Experience in Lifecycle Management (LCM) preferred
- Experience in Earned Value Management (EVM) or similar certification preferred
- Experience in Process Improvement, Change Management, or Transformational Leadership preferred
- Strong Business and Financial Acumen preferred
- Ability to hold yourself and others accountable preferred
- Ability to remain agile in a dynamic environment preferred
- Advanced Data Analytics and Reporting skills preferred
