About the Role
The Program Manager will oversee the successful execution of a recently awarded contract. Key responsibilities include:
- Main point of contact for the Contracting Officer (CO), Contracting Officer’s Representative (COR), Government Program Manager, and Contractor’s senior management.
- Direct contributions to program efforts in cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
- Ensures proper performance of tasks necessary for efficient and effective contract execution.
- Utilizes expert communication skills to manage technical resources and report on progress, issues, and problem areas.
- Writes and reviews technical documents.
Responsibilities
The Program Manager is responsible for:
- Allocating resources (staffing, facilities, and budgets).
- Reviewing and approving earned value, estimate to complete, funds and man-hour expenditure reports.
- Avoiding and mitigating risks within contractual limits.
- Ensuring cross-discipline integration to meet government needs.
- Providing input to statutory acquisition reports and responses to Congressional Questions for the Record (QFRs).
- Coordinating the preparation of Engineering Change Proposals (ECPs) and value engineering proposals.
- Leading the recruitment and training of program staff.
- Ensuring compliance with regulatory and administrative requirements.
- Providing input to Quality Assurance Surveillance Plan reviews or Award Fee reviews.
Requirements
Qualifications include:
- At least ten (10) years of experience as a program or project manager in managing similar scope, type, and complexity of programs and contracts.
- Demonstrated experience in requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting.
- At least five (5) years of experience in managing multi-task contracts and subcontracts of various types and complexity.
- PMP, FAC-P/PM Mid-Level, or DAWIA Level 2 certification in Program Management.
