Program Control Analyst-Hybrid

About the role
This permanent, full-time Program Control Analyst position is located in ARA’s Software Enterprise Division (SED) in Raleigh, NC. The role supports a vibrant team of engineering and IT professionals working on exciting new technologies within the defense and national security industries. As the backbone of program teams, you will perform budget analysis, cost projections, material estimates, and person-hour estimates for contract and FAR compliance, while ensuring project finance reporting to the project team, SED management, and customers.
Responsibilities
- Budget tracking, forecasting, and financial analysis for an assigned portfolio of projects
- Preparing and updating project finance and management plans based on executed contracts and modifications
- Compiling, recording, analyzing, submitting, tracking, and closing out supplier agreements and invoicing for direct purchases and subcontracts
- Developing cost proposals and quotes using ARA standard estimating practices and input from project managers
- Assisting project managers in negotiating, executing, monitoring, and closing contracts, purchase orders, subcontracts, and consulting agreements
- Reviewing contract modifications for projects
- Working with purchasing and subcontracting personnel to prepare purchase requisitions and subcontract request packages
- Collaborating with Corporate, Sector Government Property personnel, and project teams to ensure proper management of project government property
Requirements
- Must be a U.S. Citizen (no exceptions; green card holders are not eligible)
- Must be able to obtain and maintain a Secret clearance
- Bachelor’s degree in Business Administration, Finance, Accounting, or a related field with 5-7 years of relevant experience
- High proficiency in MS Excel
- Demonstrated knowledge/experience in FAR/DFAR requirements
- Excellent oral and written communication skills
- Self-directed, detail-oriented, and a problem-solver with the ability to manage competing priorities and meet deadlines
- Willing to work in a hybrid environment with a minimum of 3 days on-site at the Raleigh, NC location
Preferred Qualifications
- Experience with federal government contracting and purchasing procedures
- Expertise in developing cost proposals and generating price quotes
- Experience preparing procurement requests
- Experience managing project Government Property
- MBA degree
- Project Management Professional (PMP) certification
