Senior Program Control Analyst-Hybrid
Applied Research Associates (ARA), Inc. is seeking a qualified Program Control Analyst to join the project management team at ARA’s Software Enterprise Division (SED) in Raleigh, NC. This is a permanent, full-time position providing the opportunity to interact with a vibrant team of engineering and IT professionals working on exciting new technologies.
About the role
As a Program Control Analyst, you will serve as the backbone of program teams supporting customers within the defense and national security industries. You will work with project managers and principal investigators to perform budget analysis, cost projections, material estimates, and person-hour estimates for contract and FAR compliance. Responsibilities include project finance reporting to the project team, SED management, and customers through reports and presentations.
You will prepare purchase requisitions and subcontract request packages in collaboration with purchasing and subcontracting personnel, review contract modifications, and assist project managers in negotiating, executing, monitoring, and closing out contracts, purchase orders, subcontracts, and consulting agreements. Additionally, you will work with Corporate and Sector Government Property personnel to ensure proper management of project government property.
Responsibilities
- Budget tracking, forecasting, and financial analysis for an assigned portfolio of projects
- Preparing and updating project finance and management plans based on executed contracts and modifications
- Compiling, recording, analyzing, submitting, tracking, and closing out supplier agreements and invoicing for direct purchases and subcontracts
- Developing cost proposals and quotes using ARA standard estimating practices and input from project managers
- Managing competing priorities and completing assigned tasks within required timelines
- Ensuring compliance with FAR/DFAR requirements
Requirements
- Must be a U.S. Citizen (no exceptions; green card holders are not eligible)
- Must be able to obtain and maintain a Secret clearance
- Bachelor’s degree in Business Administration, Finance, Accounting, or a related field with 8-10 years of relevant experience
- High proficiency in MS Excel
- Self-directed, detail-oriented, and a problem-solver
- Excellent oral and written communication skills
- Ability to work effectively in a hybrid environment (minimum 3 days on-site at Raleigh, NC location)

- Experience with federal government contracting and purchasing procedures
- Expertise in developing cost proposals and generating price quotes
- Experience preparing procurement requests
- Experience managing project Government Property
- MBA degree
- Project Management Professional (PMP) certification
