Program and Project Supervisor

Salary: $12,562.00 - $15,724.00 per month. Effective July 1, 2025, a temporary pay reduction is in place under the Personal Leave Program (PLP) 2025. New hires will start at the minimum salary of the classification.

Position: 1 permanent, full-time role in Sacramento County with hybrid telework.

About the Role

Under the general direction of the Program Manager and executive leadership, the Program and Project Supervisor plans, organizes, directs, and oversees complex programs and projects supporting the CPUC's strategic priorities. The incumbent supervises professional staff, manages program operations, develops policies and procedures, monitors budgets and contracts, and ensures compliance with applicable federal and state laws, regulations, and departmental policies.

The role serves as a trusted advisor to executive leadership, providing policy recommendations, data-driven analysis, and innovative solutions to complex organizational challenges. Occasional travel may be required for meetings, conferences, site visits, or training.

Responsibilities

• Plan, organize, and direct complex programs and projects aligned with CPUC’s strategic priorities.
• Supervise professional staff, including setting expectations, supporting development, and addressing performance challenges.
• Manage program operations, including budget development, fiscal management, contracts, and grant administration.
• Develop and implement policies and procedures to ensure compliance with federal and state laws and regulations.
• Monitor and assess risks, compliance, and internal controls.
• Provide leadership in strategic planning, performance management, and continuous process improvement.
• Foster collaboration across divisions and with external stakeholders.
• Prepare executive-level reports and communicate with internal and external stakeholders.
• Ensure adherence to federal compliance requirements, including federal grants, uniform guidance (2 CFR Part 200), reporting, and audits.

Qualifications

Applicants must meet the Minimum Qualifications stated in the Classification Specification. Eligibility for this classification may be achieved through standard examination or the Limited Examination and Appointment Program (LEAP) for applicants with disabilities.

Special Requirements

Applicants must prepare and submit a Statement of Qualifications (SOQ) addressing the following questions in no more than two pages, using 11-point Arial font, single-spaced:

• Describe your experience administering complex broadband, telecommunications, or infrastructure deployment programs, including scope, scale, specific role, and whether they operated under state, federal, or joint requirements. Provide examples demonstrating preparedness for this role.
• Describe your supervisory experience, including team size and composition, how you set expectations, support staff development, and address performance challenges. Provide an example of navigating a difficult supervisory situation and the outcome.
• Describe your experience managing programs subject to federal compliance requirements (e.g., federal grants, uniform guidance, reporting, audits). Include how you ensured compliance, met deadlines, maintained documentation, and responded to audits or corrective actions.
