Program Analyst I (Temporary - Wake)

This is a temporary position and there are no leave or retirement benefits offered. About the role

The Program Analyst I supports the planning, implementation, monitoring, and evaluation of weatherization and energy-efficiency programs administered by the Department of Environmental Quality. This position assists with program operations, data analysis, reporting, compliance monitoring, and stakeholder coordination to ensure the effective delivery of services that improve residential energy efficiency, reduce energy costs, and support environmental sustainability goals.

The Program Analyst I works under general supervision and provides analytical, administrative, and technical support for federally and state-funded weatherization initiatives. The position collaborates with internal staff, local service providers, community organizations, and government agencies to ensure program objectives are achieved in accordance with applicable regulations and performance standards.

Responsibilities

• Assist in the administration and monitoring of weatherization assistance programs.
• Collect, analyze, and interpret program data to evaluate performance, effectiveness, and compliance with program requirements.
• Prepare reports, dashboards, presentations, and other program documentation for management, funding agencies, and stakeholders.
• Monitor contractor, subrecipient, and service provider activities to ensure adherence to federal, state, and departmental regulations.
• Support the review and processing of grant applications, contracts, budgets, and reimbursement requests.
• Conduct research and provide recommendations on program improvements, policy updates, and operational efficiencies.
• Maintain accurate program records, databases, and reporting systems.
• Assist with quality assurance reviews, audits, and compliance assessments.
• Coordinate with internal and external partners to support outreach, training, and program implementation activities.
• Respond to inquiries from program participants, contractors, local agencies, and the public.
• Participate in program meetings, site visits, and special projects as assigned.
• Perform other related duties as required.

Requirements

Bachelor’s degree from an appropriately accredited institution and three (3) years of progressively responsible experience related to the area of assignment; or an equivalent combination of training and experience.

Pay

Hourly rate of pay: $29.27 (based on education and/or years of relevant work experience reflected on the application).

This temporary position is located at 217 West Jones Street, Raleigh, Wake County, with the Department of Environmental Quality.
