About the Role
Serves as Program Analyst in the Programs Management Branch with responsibility and authority for the formulation, justification, and execution, tracking and monitoring of the District's Civil Works Program.
Responsibilities
- Interpret new and established directives, instructions, regulations, and delegations of authorities for potential impact on major program objectives.
- Prepare draft and final justification documents that go to the Office of Management and Budget (OMB) and Congress.
- Prepare narrative and statistical material, exhibits, and related background information.
- Monitor the execution (i.e., obligations and expenditures of program funds) of the approved program for optimum utilization.
- Develop the current year program and monitor and track obligations and expenditures throughout execution.
Requirements

Qualifications
To qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience: One year of specialized experience equivalent to at least the GS-11 grade level in the Federal service which includes:
- Maintaining highly complex project life cycle schedules with coordination from Project Managers, Budget Analysts, and Program Managers utilizing scheduling software.
- Quality assurance of complex substantive management technical analyses involving the management of corporate data using a Scheduling system.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).
For this job, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
