About the Role

This position involves managing and disbursing funds for environmental programs within the Environmental and Munitions Design Center. The role requires developing project documentation, compiling budget reports, and applying funding authorizations and laws to support project execution.

Responsibilities

  • Accept, manage, and/or disburse funds for all environmental programs.
  • Identify appropriate standard project templates and develop documentation relating to scope, schedule, and budget based on knowledge of government programs and acquisition strategies.
  • Compile programmatic and/or budget reports for fiscal year budget updates.
  • Apply funding authorizations, appropriations, and applicable laws to make decisions related to project execution and resolve funding deficiencies.

Requirements

  • Appointment may be subject to a suitability or fitness determination, including a background investigation.
  • Must possess or obtain and maintain a valid state Driver’s License in one of the 50 U.S. states or possessions to operate vehicles.
  • The duties of this position require travel up to approximately 10% of the time.

Eligible applicants must meet one of the following categories: Current Civilian Employees of the Command, Domestic Defense Industrial Base/Major Range and Test Facilities Base Civilian Personnel Workforce, Interagency Career Transition Assistance Plan, Land Management Workforce Flexibility Act, Military Spouses (under Executive Order 13473), Priority Placement Program (DoD Military Reserve and National Guard Technician Eligible, Military Spouse Preference Eligible, Retained Grade Preference Eligible), or Veterans Employment Opportunity Act (VEOA) of 1998.

Qualifications

To qualify, you must meet the education or experience requirements described below. Experience includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Specialized Experience: One year of specialized experience which includes:

  • Exercising a comprehensive working knowledge of project management and financial systems;
  • Independently reviewing and/or troubleshooting project financial and/or schedule progress; or
  • Communicating both verbally and in writing to a variety of audiences such as Project Delivery Teams, Project Managers, and Project Review Boards.

This experience is typical of work performed at the GS-09 level in the federal service.

OR Education: Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education in a relevant field.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify if the computed percentage meets 100% of the requirements.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-09 level or equivalent.
