About the role

This position involves working with technical and functional Subject Matter Experts (SMEs) to define and document Command's inputs for long-range, strategic fiscal planning processes. Duties include preparing analysis, facilitating collaboration among SMEs, supporting presentations of proposed cyberspace program strategies, providing analytical support for the development of mathematical and statistical methods, and reviewing budget planning submissions.

Responsibilities

• Work with technical/functional SMEs to define and document Command's inputs for long-range, strategic fiscal planning processes.
• Prepare analysis and facilitate collaboration with a wide range of technical, functional and fiscal SMEs to ensure all elements of the proposed cyberspace program are fully justifiable.
• Support and participate in the presentation of proposed cyberspace program strategies and other Command-level program analysis and planning initiatives.
• Provide analytical support for the team's development of mathematical and statistical methods, including automated analysis tools and models/simulations tailored to the Command.
• Contribute in making use of models and other mathematical/statistical methods for quick and cost-effective consideration of large numbers of alternatives and alteration of variables to assess outcomes given various program funding profiles.
• Take broadly-defined guidance from higher echelons and assist in the issuance of Command-level policy and guidance for the formulation of cyberspace program budgets.
• Use standard analytical methodologies, including but not limited to mathematical/statistical models and methods to ensure results are consistent and valid.
• Review formal budget planning roll-up submissions and apply analytical support to advise leadership on likely programmatic and fiscal issues.

Requirements

• Conditions of employment: Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Must obtain and maintain a TOP SECRET SCI clearance and complete a counterintelligence scope polygraph exam.
• Qualifications: Must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations. The position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.
• Education: Some federal jobs allow you to substitute your education for the required experience. For this job, you must meet the qualification requirement using experience alone.

Qualifications

• Specialized experience: Demonstrated experience utilizing analysis findings or input from internal stakeholders for the development of long-range business or fiscal planning; developing statistical/mathematical models to determine cost-effective solutions to funding problems; performing analytical duties in the formulation or presentation of budgets or program estimates.
• Foundational qualification requirements: Must obtain and maintain the foundational qualification requirements within 9 months.
• Resident qualification requirements: Must obtain and maintain the resident qualification requirements within 12 months.
• Continuous Professional Development (CPD): Must obtain and maintain 20 hours of CPD per work role code (which can overlap).
