PREA Coordinator
Position Summary
The PREA Coordinator is responsible for planning, implementing, and monitoring the facility’s compliance with the federal Prison Rape Elimination Act (PREA) standards. This role focuses on developing policies, conducting training, overseeing investigations of incidents, and ensuring the facility’s operational practices align with federal, state, and agency regulations regarding the elimination, detection, and prevention of sexual abuse and sexual harassment within confinement settings.
Responsibilities
Develop, implement, maintain, and monitor policies, procedures, and practices related to compliance with PREA standards.
Serve as the primary point of contact for all PREA-related matters, including audits, reports, and training initiatives.
Monitor and assess the facility's compliance with all PREA standards on an ongoing basis and collaborate with leadership to ensure corrective actions are taken when necessary.
Develop and facilitate staff training programs related to PREA policies, detection, prevention of sexual abuse, reporting procedures, and response protocols.
Provide training for new staff, contractors, and volunteers on PREA policies and best practices for compliance.
Conduct education and orientation sessions for inmates/detainees to explain the facility’s standards and reporting mechanisms.
Assist investigative staff in ensuring all PREA-related incidents and allegations are promptly, thoroughly, and impartially investigated.
Cookordinate with investigators, medical staff, mental health practitioners, and other appropriate stakeholders to ensure compliance with PREA investigative protocols and confidentiality requirements.
Ensure proper documentation and record-keeping for all PREA-related reports, investigative findings, and corrective actions.
Prepare the facility and staff for internal and external PREA audits and inspections.
Act as the point of contact for auditors and provide necessary documentation, procedural explanations, and access to the facility during audits.
Address audit findings by coordinating remediation actions and ensuring any deficiencies are corrected.
Continuously review and update the facility’s PREA policies, procedures, manuals, and standards to reflect current federal and state regulations.
Ensure all PREA-required notifications, postings, and reporting mechanisms are accurate, visible, and accessible to staff, inmates, and visitors.
Develop and adapt best practices that integrate PREA requirements into operational workflows.
Collect and maintain comprehensive PREA-related records, including incident reports, sexual victimization surveys, and annual PREA compliance reports.
Analyze trends in sexual abuse allegations, investigations, and incidents to determine patterns and vulnerability points.
Compile and submit accurate and timely reports required under PREA, including necessary data reports to relevant authorities.
Serve as a liaison between the facility, legal team, law enforcement agencies, community organizations, and other external stakeholders on PREA-related issues.
Collaborate with facility management and all department heads to create a PREA-compliant culture.
Develop partnerships with external support services, including victim advocacy organizations, to ensure appropriate resources are available to victims.
Provide timely updates and recommendations to facility leadership regarding policy changes, compliance issues, and the effectiveness of measures to address and prevent sexual assault and harassment.
Address any grievances or feedback from employees or inmates regarding sexual misconduct.
Stay informed on new developments and updates to PREA standards, laws, and evidence-based practices.
Qualifications
Minimum three (3) years of professional experience in corrections, criminal justice, compliance, investigations, or a related field.
Must possess or obtain and maintain certification in PREA Compliance within 6 months of selected candidate's date of hire and throughout employment in this role.
Prior experience with PREA compliance programs, policies, or training is highly desirable.
Comprehensive understanding of the Prison Rape Elimination Act and corresponding federal/state standards.
Experience with training and conducting educational presentations for diverse audiences.
Strong written and verbal communication skills.
Ability to analyze data, write reports, and implement corrective action plans effectively.
High level of organization and attention to detail.
Familiarity with investigative procedures and confidentiality standards regarding sexual misconduct cases.
Strong interpersonal skills with the ability to communicate tactfully with diverse individuals, including staff, inmates, and external stakeholders.
Ability to manage competing priorities and meet deadlines in a high-stakes environment.
Must be able to obtain and maintain facility credentials/authorization.
Note
US Citizenship is required for facility credentials/authorization at this work location.
Education
Bachelor’s degree in Criminal Justice, Social Work, Public Administration or an associated discipline preferred; two (2) years of experience in related field may be substituted for each year of the four (4) years of college.
Working Conditions
Typical office environment with no unusual hazards, occasional lifting to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.
