About the role

The Department of Transportation and Infrastructure (DOTI) enhances the quality of life in Denver by efficiently delivering effective, high-quality, safe, and equitable public infrastructure and services. DOTI’s Right of Way Enforcement (ROWE) division provides enforcement services primarily within the public right-of-way, focusing on parking and mobility. Services include parking enforcement, street sweeping support, vehicle booting, ADA and bike lane safety enforcement, permitted special event enforcement, encroachment enforcement, and customer request management. In 2026, ROWE launched a new Parking Citation Administrative Review Program.

The Parking and Speeding Enforcement Supervisor will lead daily operations, develop and support employees, and ensure consistent, professional, and customer-focused service.

Responsibilities

  • Supervise employees enforcing compliance with parking regulations; monitor enforcement to ensure compliance with laws and recommend process improvements.
  • Plan, assign, and evaluate staff work; provide technical expertise and establish unit and staff goals.
  • Work with internal and external customers to resolve complaints and answer questions.
  • Review, develop, and modify work plans, methods, and procedures; determine priorities and develop schedules.
  • Provide work instruction, assist with difficult assignments, and encourage innovation.
  • Assign and review work for accuracy; return assignments with recommendations.
  • Conduct hiring interviews and select candidates for job openings.
  • Resolve operational problems, mediate conflicts, and promote teamwork.
  • Develop goals, document performance, provide feedback, and evaluate employees.
  • Assist staff in achieving performance standards and identify improvement opportunities.
  • Ensure quality, effectiveness, and efficiency of unit activities and safety measures.
  • Coach and counsel staff to meet performance goals.
  • Document disciplinary actions, initiate reprimands, and recommend formal disciplinary measures.
  • Respond to employee grievances and prepare written responses.

Requirements

  • Graduation from high school or possession of a GED, HiSET, or TASC Certificate.
  • Three years of public contact experience involving enforcement and/or explanation of laws, rules, and regulations.
  • Additional education may substitute for minimum experience requirements.
  • Valid Driver’s License at the time of application.
  • Must obtain Code Enforcement Commission Certification within the first 30 days of employment.

Skills

  • Experience in a leadership or supervisor position.
  • Ability to work with diverse individuals, including direct reports and customers.
  • Knowledge of curbside management and public right-of-way regulations, including parking ordinances.
  • Skills in team-building and driving innovations to improve efficiency.
  • Strong verbal and written communication skills.
  • Strong technical skills, including proficiency with hardware and software solutions.

Pay

New hires are typically brought into the organization between $60,064 - $75,000 annually, based on experience and education. The salary range for this position is $60,064.00 - $99,105.00.

Schedule

This position is on-site at the Wellington Webb Building, 201 W. Colfax Ave., Denver, CO 80202. The schedule will be determined at hire based on operational needs. Potential shifts include:

  • 3:00 AM – 11:30 AM
  • 6:00 AM – 2:30 PM
  • 7:15 AM – 3:45 PM
  • 11:30 AM – 8:00 PM
  • 2:00 PM – 10:30 PM

Schedules may change depending on operational requirements.
