Park Manager 1 (NY HELPS) - Selkirk Shores State Park
About the Role
Under the supervision of the Park Manager 2, Grade 21, the incumbent plays a vital role in overseeing the daily operations and maintenance within Regional Maintenance, ensuring the safety and satisfaction of visitors while protecting the park’s natural and physical assets.
Responsibilities
- Supervise and coordinate park staff, including scheduling, training, and performance evaluations.
- Oversee and perform maintenance of park facilities, grounds, and equipment to ensure safety and aesthetic standards.
- Develop and implement programs and events to enhance visitor experience.
- Manage park budget, including revenue collection, expenditures, and financial reporting.
- Respond to visitor inquiries, complaints, and emergencies in a professional manner.
- Collaborate with local organizations, volunteers, and community groups to promote park initiatives.
- Coordinate, approve, and/or conduct appropriate training programs for staff.
- Conduct data-driven management reviews of various operational functions for efficiencies and to strengthen internal controls.
- Evaluate park operations and programs to achieve improvements in efficiency.
Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS or 55 B/C, candidates must meet the open-competitive minimum qualifications for this position:
- Option 1: Six years of experience working in a park, recreational facility, or campus* in any two of these functional areas: administration (business, personnel, finance); capital or operational planning; recreational programming; public relations/visitor services; maintenance; or environmental education/interpretation. This experience must have included two years of supervisory experience.
- Option 2: A bachelor's or higher-level degree in environmental education, environmental management, environmental policy, environmental sustainability, forestry, golf course management, historic preservation, horticulture, natural resources management, park administration, park management, or recreation management AND two years of supervisory experience working in a park, recreational facility, or campus* as described in any of the functional areas listed in Option 1.
*A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities, or education, environmental, or interpretive programming.
Examples of non-qualifying experience include but are not limited to: working at a gym, ski area/resort, and sport stadiums. Examples of non-qualifying degrees include but are not limited to: accounting, anthropology, archaeology, biology (all majors), business, history, hospitality, physical education, recreation therapy, and sports management.
Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Transfer Opportunity
Candidates must be current New York State employees and have one year of permanent competitive or 55-b/55-c service in a title eligible for transfer under Section 52.6 or 70.1 of the Civil Service Law.
Operating Needs
- Must possess and maintain a valid driver’s license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
- Must be available to work a variable schedule that may include weekends, holidays, and/or evening shifts.
- Must be physically able to lift up to 50 pounds.
- Must be physically able to perform medium to heavy manual labor.

Additional Information
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, meaning no examination is required, but all candidates must meet the minimum qualifications. Within one year of permanent appointment, employees hired under NY HELPS will have their non-competitive status converted to competitive status without needing to compete in an examination, affording them the same rights and privileges as competitive-class employees.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. However, promotional appointments are restricted until the position is covered into the competitive class by the New York State Civil Service Commission (CSC) or the employee otherwise obtains permanent competitive status. The CSC has covered-in employees appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024, and June 11, 2025.
