About the role
This recruitment will establish an employment list to fill current and future vacancies. The anticipated life of the list is six months.
Responsibilities
- Organize, coordinate and direct the operations of the general accounting division in the Auditor-Controller's Office
- Supervise and evaluate the performance of professional accountants and clerical accounting staff
- Train accounting personnel in the theory and application of accounting principles
- Develop recommendations and participate in the implementation of new policies and procedures
- Plan, organize and direct the preparation of the County cost plan
- Supervise the preparation of the County annual financial report
- Review Board resolutions and agreements to implement appropriate accounting actions
- Review budget control of County funds and special district funds
- Prepare operating statements, balance sheets and other fiscal and accounting reports
- Supervise the preparation of financial summaries, statements and reports
- Establish and supervise the maintenance of the general and special ledgers and other accounting records
- Supervise the classification and distribution of income and expenditures to proper accounts and the apportionment of taxes to various districts and funds
- Review and study changes in legal and procedural requirements affecting accounting records
- Oversee the county-wide automated accounting and financial system
- Assist in resolving needs and setting priorities for automated systems with the Data Processing Department
- Handle special assignments involving accounting problems in County departments or special districts
- Participate in the resolution of employee grievances
- May act for the Auditor-Controller or Assistant Auditor-Controller in accounting matters as assigned
Minimum Qualifications
- Knowledge Of Advanced accounting practices to design and review accounting systems
- Cost accounting practices to properly determine and allocate costs
- Governmental accounting principles and practices to assist in preparing annual reports and financial statements
- Budgeting principles and practices to assist in preparation of the annual budget
- Business law and Government Code sections relevant to local government accounting
- Automated accounting systems to evaluate systems and streamline operations
Education
- Equivalent to a Bachelor's Degree from an accredited college or university with major study in accounting or business administration including 15 semester hours in accounting
- Experience: Five years of increasingly responsible accounting and/or auditing experience including one year in a supervisory capacity
