About the role

The Director of the Organizational Development and Communications Department (ODCD) will be responsible for directing and managing the implementation of the Tax Office’s communications and organizational development strategy. This includes internal communications with employees, external communications with the public, development of employee’s skillsets and performance, cultivation of a constructive organizational culture, and implementation of an employee recognition program.

Responsibilities

  • Assesses the strategic framework for the organization and develops an executable plan that drives the vision and mission-critical activities to achieve organizational goals.
  • Collaborates with division directors to make adjustments where needed for process improvements and makes recommendations to the Chief of Staff.
  • Oversees the employee recognition program, directs regular communications to employees, and continually assesses effectiveness through feedback and reporting.
  • Directs the creation of content for newsletters, publications, social media, and web applications, and assists in researching issues and writing talking points for the Tax Assessor-Collector.
  • Collaborates with the ODC Specialist to implement new processes or initiatives through training and communications to ensure employee engagement and improved customer relationships.
  • Analyzes daily operations to identify cultural gaps, assesses cultural norms, and collaborates with division directors and the Chief of Staff to implement changes to operations.
  • Assesses and develops plans to address professional development and training needs, and oversees the delivery of new and updated policies and procedures to all Tax Office employees.
  • Serves as a spokesperson and representative for the Tax Office to media and external organizations, and directs the team in developing internal and external communication with media, stakeholders, community, and staff.
  • Coordinates or attends requests for Tax Office support at public events, provides budget inputs, and monitors expenditures.

Qualifications

The ideal candidate will have a Bachelor’s degree or equivalent in Communications, Business Administration, or a related field, and at least five years of relevant experience, with a preference for three years of direct senior-level management experience overseeing motor vehicle and property tax transactions.

Skills

  • Excellent written and verbal communications skills, with the ability to speak on behalf of the Tax Office during media interviews.
  • Strong organizational and project management skills, with the ability to prioritize workload effectively.
  • Proficiency with computers and Microsoft Office 365, as well as advanced analytical skills, including expert knowledge of social media platforms and their analytics.
  • Proven experience in management practices, including performance monitoring, training assessment, and budget administration.
  • Ability to work independently and collaboratively as part of a team, with effective interpersonal and oral communication skills.
