The Scattered Site Housing Program (SSHP) provides 270 scattered site-housing units to HIV/AIDS Services Administration (HASA) clients. All the units are leased in the agency’s name. Sixty to seventy units are dedicated for families and 203 units are for single individuals. The program has two components to assist clients succeed in housing: social services and operations. Case management staff focuses on removing barriers to maintain medical care and achieve viral suppression by ensuring that all clients’ basic needs are met and that clients are connected to needed services, such as mental health and substance abuse. The operations component focuses on the housing units meeting habitability standards by working with landlords and management companies to address major repair issues and complete minor repairs, as well as identifying new units, negotiating leases, and making units ready when there is a vacancy. In addition, clients receive partial financial assistance with their utility bills. Clients with income other than Public Assistance must pay thirty percent of their household’s income to the program as rent.
About the Role
The Operations Coordinator identifies and secures housing units, manages leases, coordinates maintenance, and ensures smooth operations for the Scattered Site Housing Program.
Responsibilities
- Identify studio, one-bedroom, and two-bedroom apartments for eligible clients that meet funder habitability standards.
- Obtain and prepare new leases and/or renewal leases with the required documentation to process documents in a timely manner.
- Submit leases for review to the Program Manager/Program Director promptly.
- Ensure apartment units are ready prior to occupancy.
- Coordinate with utility companies to activate utilities.
- Act as a liaison between Case Managers, maintenance workers, and the Fiscal Department to address housing plans, maintenance work/repairs, and fiscal issues.
- Submit a weekly vacancy status report on unit activity in the program.
- Collect and track all client programmatic fee/rent payments.
- Monitor and track expiration dates of leases.
- Process and review work orders in the work order system, including assigning new work orders to driver/maintenance staff, following up on landlord-completed work orders, and closing out completed work orders. All CAMBA staff-completed work orders must be signed by clients and staff who completed the work.
- Coordinate and schedule work orders with residence managers of all Winthrop housing programs to accommodate each program’s needs and goals.
- Provide driver/maintenance staff with their daily work assignments, problem-solve issues they encounter, and collect completed work assignments at the end of shifts to ensure accuracy.
- Review all utility bills and submit them to the Fiscal Department on a weekly basis.
- Coordinate and attend all program moves to ensure client-related issues are addressed accordingly.
- Investigate clients’ complaints of unpaid utility bills; case conference with case manager and client, if necessary.
- Conduct regular inspections of client rooms/apartments in congregate sites and/or community-based apartments with assistance from other program staff (e.g., security personnel).
- Maintain accurate records (e.g., furniture, maintenance supplies, food, office stock) on premises and/or in community-based apartments.
- Request Emergency Assistance to help clients pay their portion of utility bills, if needed.
- Respond immediately to emergencies and inform the supervisor.
Requirements
- High school diploma or G.E.D. and two years of applicable experience; or, Associate’s degree (A.A.) and one year of applicable experience and/or equivalent experience.
- Knowledge about, understanding of, and ability to work closely with persons with HIV/AIDS and related issues.
- Knowledge about, understanding of, and experience working with housing systems, facilities management, and maintenance needs.
- May need to address emergencies outside of regular business hours—i.e., evenings, overnight, and weekends.
Pay
$53,045.00 annually. When salary ranges are listed, the range represents the low and high end for the applicable position and program. The salary offered would be based on various factors unique to each program and candidate, including but not limited to experience, education, budget and/or program size, internal equity, skills, and other factors required for the position.
Schedule
Full-time (35 hours per week).
