About the role
We’re looking for an Office Specialist 2 to join the Hearings Unit at Two Rivers Correctional Institution in Umatilla, Oregon. In this role, you’ll coordinate and schedule hearings for adults in custody (AICs), including administrative misconduct, involuntary housing (mental health or segregation), and leave revocation hearings, conducted either on site or by phone. You’ll prepare and distribute hearing documents, enter detailed information into the Offender Management System (OMS), and ensure case records are accurate and submitted on time. Your work will involve proofreading documents, finalizing and routing orders, and maintaining both electronic and physical files in compliance with state rules. You’ll also handle written communication with AICs, respond to hearing-related inquiries from internal and external partners, and use sound judgement to manage your workload independently while ensuring all procedures align with Oregon Administrative Rules and agency policies.
This position is represented by the American Federation of State, County, and Municipal Employees (AFSCME) and is not eligible for Police & Fire (P&F) benefits through the Public Employees Retirement System (PERS).
Responsibilities

- Maintain electronic and physical files in compliance with state retention rules.
- Proofread, finalize, and route hearing orders and documents.
- Handle written communication with AICs and respond to inquiries from internal and external partners.
- Apply Oregon Administrative Rules and agency policies to ensure procedural compliance.
Requirements
- Two years of general clerical experience that includes keyboarding, word processing, or other experience generating documents.
- OR an associate degree in any field.
- OR an equivalent combination of education and experience.
Skills
- Proven customer service skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
- Accurate data entry and record-keeping.
- Experience organizing, maintaining, and archiving electronic and physical records in compliance with retention policies.
- Ability to interpret and apply statutes, rules, regulations, policies, procedures, and guidelines.
- Strong verbal and written communication skills.
- Ability to draft, proofread, and finalize documents with attention to grammar, punctuation, and formatting.
Preferred Skills
- Experience with AS400.
- Experience with the Offender Management System (OMS).
- Minimum of six months experience in a correctional setting.
Working Conditions
- Located inside Two Rivers Correctional Institution; may involve close contact with adults in custody and exposure to hostile situations.
- Daily office environment handling sensitive and confidential information.
- Work may require climbing stairs, contact with AICs, or exposure to hazards in a general office environment.
Requirements for Employment
- Must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Some felony convictions may disqualify candidates.
- Must comply with the Federal Prison Rape Elimination Act (PREA); candidates with a history of sexual abuse in confinement settings are ineligible.
- Must complete an I-9 within three days of hire to confirm authorization to work in the United States.

Pay
Salary range: $4,169 – $5,483 per month for non-PERS qualifying applicants. PERS-qualifying applicants may be eligible for an adjusted range reflecting an additional 6.95%.
