About the role

We’re looking for an Office Specialist 2 to join the Hearings Unit at Two Rivers Correctional Institution in Umatilla, Oregon. In this role, you’ll coordinate and schedule hearings for adults in custody (AICs), including administrative misconduct, involuntary housing (mental health or segregation), and leave revocation hearings, conducted either on site or by phone. You’ll prepare and distribute hearing documents, enter detailed information into the Offender Management System (OMS), and ensure case records are accurate and submitted on time. Your work will involve proofreading documents, finalizing and routing orders, and maintaining both electronic and physical files in compliance with state rules. You’ll also handle written communication with AICs, respond to hearing-related inquiries from internal and external partners, and use sound judgement to manage your workload independently while ensuring all procedures align with Oregon Administrative Rules and agency policies.

This position is represented by American Federation of State, County, and Municipal Employees (AFSCME) and is not eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS).

Responsibilities

  • Ensure case records are accurate and submitted on time.
  • Proofread documents, finalize and route orders.
  • Maintain both electronic and physical files in compliance with state rules.
  • Handle written communication with AICs.
  • Respond to hearing-related inquiries from internal and external partners.
  • Manage workload independently while ensuring procedures align with Oregon Administrative Rules and agency policies.

Requirements

  • Two years of general clerical experience that includes keyboarding, word processing, or other experience generating documents.
  • OR an associate degree in any field.
  • OR an equivalent combination of education and experience.

Skills

  • Proven customer service skills.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
  • Data entry accuracy.
  • Experience organizing, maintaining, and archiving both electronic and physical records in compliance with retention policies.
  • Ability to interpret and apply statutes, rules, regulations, policies, procedures, and guidelines.
  • Strong communication skills (verbal and written).
  • Ability to draft, proofread, and finalize documents with strong attention to grammar, punctuation, and formatting.

Preferred Skills

  • Experience with AS400.
  • Experience with the Offender Management System (OMS).
  • A minimum of six months experience in a correctional setting.

Pay

The salary range is $4,169 - $5,483 per month for non-PERS qualifying applicants. PERS qualifying applicants may be eligible for an adjusted range to reflect an additional 6.95%.

Working Conditions

  • Located inside the Two Rivers Correctional Institution, working in close contact with adults in custody in the institution setting and may be exposed to hostile situations or incidents.
  • Daily work in an office environment where conversations and paperwork generated are of a sensitive nature; must maintain confidentiality.
  • Work may require climbing stairs, contact with AICs, or hazards in a general office environment.

Requirements for Employment

  • The successful candidate must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.
  • Due to CJIS requirements, some felony convictions may disqualify you for this position, though a felony record does not exclusively restrict consideration.
  • CJIS clearance is conducted at the conditional job offer stage.
