The Center for Health Care Quality (CHCQ) within CDPH ensures health care facilities comply with state laws and regulations and cooperates with the U.S. Centers for Medicare & Medicaid Services (CMS) to meet federal requirements for facilities accepting Medicare and Medi-Cal payments. CHCQ also oversees certification of nurse assistants, home health aides, hemodialysis technicians, and licensing of nursing home administrators.

About the role

The Nurse Surveyor (NS) conducts inspections, investigations, surveys, and evaluations of health facilities to ensure conformity with CDPH licensing and certification requirements and compliance with state and federal laws, rules, and regulations related to medical care. The role involves advising healthcare facility administrators and community agencies on state health facility inspection, licensing, and certification programs.

Primary responsibility includes uniform application and enforcement of laws and regulations affecting total patient care, such as nursing, physician, restorative, pharmacy, social, dental, and related services. Extensive travel is required. The incumbent works under the direction of the Nurse Surveyor Supervisor II.

Responsibilities

  • Conduct inspections, investigations, surveys, and evaluations of health facilities for compliance with licensing and certification requirements.
  • Ensure adherence to state and federal laws, rules, and regulations related to medical care and patient services.
  • Advise healthcare facility administrators and community agencies on state health facility inspection, licensing, and certification programs.
  • Enforce regulations pertaining to areas such as nursing, physician, restorative, pharmacy, social, dental, and related patient care services.
  • Travel extensively as required by the role.

Requirements

  • Possess a valid Registered Nursing (RN) license; lower-level licensure (e.g., Vocational Nurse) is non-qualifying.
  • Pass the NS Exam: Nurse Surveyor Exam.

Pay

Salary range: $7,430.00 - $9,757.00 per month. New state employees will be hired at the minimum salary of the classification or the minimum of the alternate range, where applicable.

This position is eligible for a Recruitment and Retention Differential of $200 per month and is authorized a starting salary rate of $9,293 under Pay Scales Section 5.

Note: This position is subject to the Personal Leave Program (PLP) 2025, which temporarily reduces monthly base pay by 3% in exchange for 5 hours of paid leave credits through June 2027. The salary range shown does not reflect this reduction.

Schedule

Permanent, full-time position with hybrid telework options available.

Work location: Sacramento County.
