Minimum Required Qualifications

  • High School Diploma or GED Certificate
  • Bachelor of Science Degree in Civil Engineering or Environmental Engineering from an ABET accredited program with major course work in civil or environmental engineering
  • Professional Engineers License or Engineering in Training certification is desired
  • 5 years of experience in Civil Engineering specific to water supply, water treatment, water distribution, wastewater collection, wastewater treatment, and wastewater disposal
  • 5 Years Supervisory Experience Required
  • Valid Driver's License (subject to motor vehicle record review)

Job Responsibilities And Performance Objectives

  • Improves staff effectiveness by counseling, training and recommending corrective action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner
  • Oversees the supervision of personnel, which includes work allocation, time approval, hiring, training, orientation, and problem resolution; evaluates performance and makes recommendations for personnel actions; motivates employees to achieve peak productivity and performance
  • Develop measurable performance expectations for assigned staff according to department goals and objectives
  • Analyzes and resolves work problems
  • Initiates or suggests plans to motivate workers to achieve work goals
  • Sets and reviews daily duties for staff and evaluates their performance
  • Follows up on the status of projects and jobs
  • Prepares special reports in response to internal and external requests in order to provide accessible data for reliable analysis, management review, research purposes and/or reporting requirements
  • Monitors and reports proposed federal, state, and local regulations affecting the operation and maintenance of water and wastewater facilities
  • Achieves financial objectives by preparing and administering annual budget; presenting and justifying budget recommendations to appropriate personnel
  • Promotes employee safety awareness, safety meetings, and compliance with rules and regulations
  • Affords assistance with the application, reporting, and external program compliance with federal, state, and local grants and low interest loans for the funding of water and wastewater projects
  • Affords assistance with the departmental initiatives to improve effectiveness by identifying short-term and long-range issues and goals that must be addressed; providing information and commentary pertinent to deliberations; recommending options and courses of actions; implementing directives toward the establishment of district-wide planned maintenance programs
  • Performs related water and wastewater systems engineering analysis, planning and design activities
  • Reviews and approves proposed capital improvement designs to assure W/WW O&M within company abilities
  • Creates and coordinates or oversees training programs supporting W/WW O&M and operator certification
  • Prepares assessments, reports and recommendations related to planning of capital projects and operations and maintenance activities for management approval
  • Oversees funding, planning and budgeting of capital projects for system improvements, renovations and upgrades, related to operations and maintenance of existing system
  • Provides technical assistance to outages; analyzes and provides recommendations for outage prevention management
  • Prepares reports in response to management requests including data and system analysis, research purposes, and/or reporting requirements
  • Oversees and manages the development and implementation of the water/wastewater operations and maintenance program companywide
  • Liaison with regulatory agencies concerning compliance
  • Performs project management that encompasses all phases of the projects, including preliminary planning, project meetings, design, construction activities, and provides scheduled and timelines
  • Performs monitoring, tracking and reporting on the projects to the management
  • Prepares and reviews bid documents for construction of water and sewer line renovations, repairs, upgrades, and system management
  • Works with district management and operations personnel in the performance of regulatory compliance
  • Analyzes survey reports, maps, drawings, blueprints, aerial photography and other topographical or geologic data to monitor system operations
  • Computes load and grade requirements and material stress factors to determine design specifications for proposed projects
  • Inspects project sites to monitor progress and ensure conformance to design specification and safety standards
  • Directs construction, operations, and maintenance activities at project sites
  • Directs and participates in surveying to lay out installations and establish reference points, grades, and elevations to guide construction
  • Estimates quantities and cost of materials, equipment, or labor to determine project feasibility
  • Maintains professional and technical knowledge by: conducting research; attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; and conferring with representatives of contracting agencies and related organizations
