Job Description

The Texas Department of Transportation (TxDOT) is seeking a skilled and motivated Network Security Administrator II to join their Identity and Access Management (IAM) team. This role is responsible for administering and supporting the SailPoint IdentityIQ and Ping Identity platforms to ensure secure, efficient, and compliant access to TxDOT systems and resources.

Responsibilities

  • Administer and maintain SailPoint IdentityIQ and Ping Identity platforms, including configuration, integration, and lifecycle management.
  • Implement and manage identity governance policies, access certifications, and role-based access controls.
  • Collaborate with internal teams to onboard applications and services into the IAM ecosystem.
  • Monitor and troubleshoot IAM-related issues, ensuring high availability and performance.
  • Support audits and compliance initiatives by providing access reports and documentation.
  • Aid in the development and enforcement of IAM standards, procedures, and best practices.
  • Participate in incident response and remediation efforts related to identity and access.
  • Provide technical guidance and support to junior team members and stakeholders.

Required Skills

  • 7 years in Identity and Access Management; hands-on experience administering SailPoint and/or Ping Identity solutions;
  • Directory services (e.g., Active Directory, LDAP), SSO, MFA, and federation protocols (SAML, OAuth, OpenID);
  • Scripting languages (e.g., PowerShell, Python) for automation and customization;
  • Enterprise environments with complex IAM requirements;
  • IAM concepts, including provisioning, de-provisioning, access reviews, and entitlement management;
  • Troubleshooting and resolving IAM platform issues;
  • Interpretation and application of security policies and standards;
  • Collaboration with technical and functional teams to develop documents needed in support of the solution.

Minimum Requirements

  • 7 years experience in identity and access management;
  • 7 years experience with directory services (e.g., Active Directory, LDAP), SSO, MFA, and federation protocols (SAML, OAuth, OpenID Connect);
  • 7 years familiarity with scripting languages (e.g., PowerShell, Python) for automation and customization;
  • 7 years experience working in enterprise environments with complex IAM requirements;
  • 7 years strong understanding of IAM concepts, including provisioning, de-provisioning, access reviews, and entitlement management;
  • 7 years proficiency in troubleshooting and resolving IAM platform issues;
  • 7 years ability to interpret and apply security policies and standards;
  • 7 years skilled in collaborating with the technical and functional teams to develop documents needed in support of the solution.

Preferences

  • 4 years experience with one or more of the state of Texas government agencies;
  • 4 years certifications such as SailPoint Certified IdentityIQ Engineer and/or Ping Identity Certified Professional;
  • 4 years familiarity with ITIL, NIST, or other security frameworks.
