About the role

The MMIS Policy Project Coordinator serves as the Service Agreement and Screening Document (SASD) Support Team lead subject matter expert within the Aging and Disability Services Administration (ADSA) / Disability Services Division (DSD). This position develops, coordinates, and provides leadwork over complex changes within the Medicaid Management Information System (MMIS), EDMS and BlueZone systems supporting federal and state statute requirements for administering programs and grants for people with disabilities and aging needs. Programs include Home and Community-Based Services (HCBS) Waiver Programs, Brain Injury (BI), Community Alternative Care (CAC), Community Access for Disability Inclusion (CADI), Developmental Disabilities (DD), Elderly Waiver (EW), Alternative Care (AC), Essential Community Supports (ECS), Minnesota’s Money Follows the Person Demonstration (Moving Home Minnesota), State Plan Home Care services, Personal Care Assistance (PCA) services and Community First Services and Supports (CFSS).

Responsibilities

  • Serve as the subject matter expert on how MMIS functionality intersects with other systems and subsystems across health care and grant programs.
  • Provide enhanced technical research and testing related to MMIS functionality to direct federal and state legislative policy changes in coordination with MNIT partners.
  • Provide leadwork, project management, and subject matter expertise to multiple levels of management in DHS, MNIT, and external partners to develop delivery systems ensuring compliance across program areas.
  • Conduct legislative analysis, provide technical assistance on complex issues, and disseminate policy information, systems support, and problem resolution related to MMIS and associated systems.
  • Support MMIS and subsystems used by DHS, MNIT, lead agencies, tribal partners, and Managed Care Organizations (MCOs) involved in providing health care services to aging Minnesotans and people with disabilities.

Requirements

  • 3 years of professional experience with MMIS and Minnesota Health Care Programs (MHCP), including entering screening documents and service agreements into MMIS.
  • Working knowledge of how MMIS subsystems support policy for MHCP and programs administered by ADSA.
  • Broad knowledge and understanding of MMIS and its subsystems including claims, recipient, provider, prior authorizations, and managed care.
  • Ability to analyze information and make critical decisions aligned with DHS focus on program integrity.
  • Experience with Minnesota’s Long-Term Services and Supports (LTSS) programs and service delivery models for older adults and people with disabilities.

Preferred Qualifications

  • Clear written and oral communication skills with the ability to present complex information concisely and translate technical and policy information for non-technical audiences.
  • Proficiency in strategic planning, time management, adaptability, and navigating competing priorities under tight deadlines.
  • Strategic communication skills to influence decision-makers, navigate legislative processes, and represent agency priorities across diverse audiences.
  • Ability to present technical concepts to audiences with varying technical skill levels.
  • Experience managing a variety of work methods and workflows across initiatives and projects.
  • Experience working effectively with individuals from different backgrounds and cultures.
