Medical Care for Children Partnership (MCCP) Program Supervisor (Human Service Worker IV)
About the Role
The Fairfax County Health Department (FCHD) is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. As the program unit supervisor for the Medical Care for Children Partnership (MCCP), you will perform advanced-level professional duties and manage a multidisciplinary team to ensure accurate and timely determination of MCCP eligibility and coordination of supplemental health resources.
A primary responsibility includes generating and distributing comprehensive monthly program reports to key stakeholders, including medical homes, pharmacy providers, the Health Department, and the MCCP Foundation. You will also serve as a key member of the hiring panel, conducting candidate interviews and providing recommendations to ensure the selection of highly qualified staff.
As part of the management team, you will identify service delivery gaps, develop MCCP-specific standard operating procedures (SOPs), and maintain strategic partnerships to ensure program integrity and operational excellence.
Responsibilities
- Manage a multidisciplinary team to ensure accurate and timely determination of MCCP eligibility and coordination of supplemental health resources.
- Generate and distribute comprehensive monthly program reports to key stakeholders.
- Serve as a key member of the hiring panel, conducting candidate interviews and providing recommendations.
- Identify service delivery gaps and develop MCCP-specific standard operating procedures (SOPs).
- Maintain strategic partnerships to ensure program integrity and operational excellence.
- Supervise and provide ongoing, timely, and constructive feedback to staff regarding case work.
- Develop, train, mentor, and motivate staff.
- Review cases for consistency, best practice, timeliness, accuracy, and appropriateness of action.
- Make public presentations.
- Handle multiple deadlines, high volume of client contact, high caseloads, and competing priorities.
- Identify clients in crisis and intervene to stabilize the situation.
- Identify client issues requiring referral to other human service providers (e.g., substance abuse, spousal abuse).
Requirements
- Thorough knowledge of complex federal, state, and local laws governing public assistance and welfare reform.
- Knowledge of basic human behavior and social problems.

Qualifications
Any combination of education, experience, and training equivalent to the following:
- Graduation from an accredited four-year college or university with a bachelor's degree plus four years of professional human services or related work experience.
Certificates and Licenses Required:
- Valid driver's license.
- Cardiopulmonary Resuscitation (CPR) certification (required within 30 days).
- Automated External Defibrillator (AED) certification (required within 30 days).
- Basic Life Support (BLS) certification (required within 30 days).
The appointee to this position will be required to complete a criminal background check, Child Protective Services Registry check, driving record check, and sanction screenings to the satisfaction of the employer.
Preferred Qualifications
- Knowledge and experience working with state eligibility regulations and local eligibility requirements.
- Experience determining annual sliding scales for income determination, based on annual federal poverty level.
- Experience with uninsured or underinsured clients.
- Ability and experience with identifying service and community trends within programs to increase participation, improve service, client flow, and identify gaps for employee training.
- One to two years of supervisory experience, including providing leadership, management, and guidance to employees, and creating an environment supportive of teamwork through shared decision-making and conflict resolution.
- Experience providing excellent and high-quality customer service to internal and external customers.
- Experience conducting needs assessments to determine the type of services needed by a client.
- Experience conducting in-depth interviews to determine client eligibility for specific human services.
- Experience working in a public health or health care setting.
- Experience working with diverse populations and clients.
- Proficient in the use of Microsoft Office (Word, Excel, PowerPoint).
Physical Requirements
- Job is generally sedentary but requires walking, standing, sitting (for long periods), kneeling, reaching, bending, and climbing stairs.
- May be required to lift or carry up to 25 lbs.
- Uses hands to grasp, handle, or feel.
- Visual acuity required to read data from paper and on a computer monitor or other electronic device; ability to operate keyboard-driven equipment and use touchscreen.
