Child and Youth Program Direct Care Supervisor

About the role

The Child and Youth Program (CYP) Direct Care Supervisor assists the facility Director in providing routine supervisory oversight, support, and instruction for CYP Direct Care Professionals in Child Development Centers (CDC) and School Age Care (SAC) Programs. This role ensures oversight and accountability of assigned staff during all hours of program operation.

Responsibilities

• Supervisory Duties:
  • Directs and assigns work based on priorities, difficulty, and staff capabilities.
  • Conducts annual performance reviews and participates in staffing decisions.
  • Ensures staff receives proper training and addresses disciplinary or performance issues.

• Personnel Management:
  • Supervises a team of direct care professionals and volunteers.
  • Initiates personnel actions (selection, training, promotions, disciplinary actions, and recognition).
  • Establishes performance standards and develops staffing schedules.
  • Validates classroom opening/closing procedures and ensures supervision accountability.
• Program Implementation:
  • Ensures developmentally appropriate programs for social, emotional, physical, and cognitive growth of children (6 weeks to 18 years).
  • Coordinates and supervises field trips and conducts quality assurance checks on classroom records.
  • Implements specialized programs for children with special needs and adheres to parent-provided instructions.
  • Assists with surveys and needs assessments to ensure appropriate programming.
• Program Operations:
  • Guides staff in administering medication and may provide support as needed.
  • Ensures facility and program security through routine safety checks.
• Communication:
  • Engages professionally with parents, CYP professionals, school personnel, contractors, volunteers, and leadership.
  • Interprets and applies child/youth development principles and Department of Navy (DON) policies.
  • Implements standard operating procedures and ensures compliance with DoD CYP regulations.
  • Collaborates with CYP leaders, parents, and other supervisors for cohesive program delivery.
  • Conducts parent orientations and participates in parent conferences.
• Compliance:
  • Ensures written observations and behavior strategies are documented.
  • Establishes resources for Inclusion Support Plans.
  • Serves as a mandatory reporter for suspected child abuse/neglect.
• Management Operations:
  • Assists in obtaining and retaining DoD certification/accreditation.
  • Oversees core program delivery and ensures clarity/completion of accident/incident reports.
  • Maintains child records and provides updates to management.
  • Ensures compliance with USDA Child and Adult Care Food Program (CACFP).

Requirements

• Must satisfactorily complete background checks (fingerprint, Tier 1 with Child Care, State Criminal History Repository, and National Agency Check with Written Inquiries).
• Must complete required training/certifications and maintain credentials per Federal/State accreditation standards.
• Must pass E-Verify, pre-employment physical, and drug testing (pre-employment and random).
• Must provide immunization records and be free of communicable diseases.
• Direct Deposit participation required within 30 days of employment.
• Males must be registered or exempt from Selective Service.
• Social Security Card required.
• Must complete Installation Records Check (IRC) for child care providers.

Qualifications

• Specialized experience in child/youth professions or education.
• Knowledge of CYP regulations, policies, and developmentally appropriate programming for ages 6 weeks to 18 years.
• Knowledge of child/youth development principles, detection/prevention of child abuse/neglect, and team leadership.
• Skills in program planning, employee scheduling, mentoring, and conducting assessments/observations.
• Ability to support staff training, conduct program evaluations, and implement corrective actions.
• Strong interpersonal and communication skills (oral/written) in English.
• Ability to respond to emergencies (evacuations, child illness, emotional/physical needs).

Education/Experience:

• A bachelor’s degree or higher in Youth Development, Child Development, or related field (e.g., Education, Psychology, Social Work) and 2 years of experience with children/youth.
• OR 2 years of specialized experience leading teams in military childcare or similar settings.
