About the role

The Pennsylvania Liquor Control Board is hiring a Human Resource Analyst 3 to serve as the Training and Development Program Manager with our Bureau of Talent Management and Organizational Development (TMOD), Curriculum Development Division. Your efforts will shape the training and professional development programs that help employees grow and succeed at all levels of the diverse career paths PLCB has to offer.

Responsibilities

  • Training Program Oversight: Design, develop, and manage all TMOD training and development programs; engage the skill sets and talents of co-workers who will benefit each project’s results; programs include: Management Trainee Program, Supervisory Development Program, Leadership Education and Development (LEAD) Program, Retail Mentoring Program, Out-Service Training Program.

  • Research and Analysis: Gather, assess, and analyze data to identify agency-wide learning and developmental needs; consult with all levels of agency leadership and subject matter experts to identify goals and develop effective learning strategies.

  • Curricula Development: Design, develop, and present curricula plans based on the specific goals of each program; apply adult learning theory; utilize web-based and virtual classroom technology; and ensure all materials are accessible and ADA compliant.

  • Outcome Evaluation: Design and implement a formalized evaluation system to capture program metrics, analyze data, and adjust program offerings to support agency objectives.

  • Trainee Supervision: Support and oversee Management Trainee Program participants during the training year, collaborate with rotational managers to review performance and finalize reviews.

Requirements

  • One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or An equivalent combination of experience and training.

  • You must meet the PA residency requirement.

  • You must be able to perform essential job functions.

Qualifications

  • Minimum Experience and Training Requirements: One year as a Human Resource Analyst 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or Three years of analytical experience that includes two years of professional human resource experience, and a bachelor’s degree; or An equivalent combination of experience and training.

  • Other Requirements: You must meet the PA residency requirement.
