MANAGEMENT AND PROGRAM ANALYST

This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is classified as a Professional Work Category at the Senior Work Level within the CES Occupational Structure, located in the DISA OC/Infrastructure Directorate.

Responsibilities

• Develop and issue plans, policy, guidance, products, and services that continuously lead and support strategic human capital objectives and programs.
• Lead teams in accomplishing strategic human capital objectives, evaluations, and reviews.
• Adjust tasks and implementation plans based on analysis to complete projects and initiatives in accordance with established requirements.
• Develop, coordinate, and implement a variety of HR program evaluations and audit events.
• Provide HR subject matter expertise to managers and support personnel in executing program reviews and internal control audits.
• Coordinate the implementation of policy and program requirements with senior-level officials, including other organization management officials, on policy implementation, internal placement, and training throughout the agency.
• Participate in internal and external meetings, speaking with authority on all matters pertaining to the efficiency of applicable workforce matters and policies.

Requirements

• Must be a U.S. Citizen.
• Males born after 12-31-59 must be registered or exempt from Selective Service.
• This is a national security position requiring a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.

Qualifications

To qualify at the GG-14 level, your resume must describe at least one year of experience demonstrating the following competencies:

• Leading a team and overseeing administrative/technical guidance.
• Setting project scope and performing human resource requirements analysis.
• Evaluating workforce management data.
• Identifying significant operational gaps and developing data-driven, strategic solutions.

There is no substitution of education for the qualifying experience at the GG-14 grade level.

• This position is covered under DoD Manual 8140 and will be subject to future Cyber Workforce requirements.
