About the role
The Texas Health and Human Services Commission (HHSC) seeks a Management Analyst IV to join our team. As a member of the Regulatory Services Division (RSD), you will play a crucial role in improving efficiency and effectiveness through the evaluation and improvement of IT operations and business processes.
Responsibilities
- Oversees the development and implementation of effective techniques for evaluating RSD IT operations and business process;
- Captures, organizes, analyzes, and prepares materials in response to requests for operational information and reports;
- Coordinates and/or analyzes user requirements, procedures, and problems to automate or improve existing systems;
- Provides consultative services and technical assistance to plan, implement, and monitor effective programs and services;
- Establishes long-range Division IT hardware and software objectives and specifies the strategies and actions to achieve them;
- Reviews and validates RSD IT software development test cases; processes change requests; and manages a project’s scope, acceptance, installation, and deployment.
Requirements
- Management analysis experience with primary focus on IT systems and process analysis;
- Knowledge of local, state, and federal laws, requirements, and standards related to the health care facilities and providers regulated through the HHSC Regulatory Services Division program;
- Software development life cycle and systems development life cycle concepts;
- Business and management principles involved in strategic planning, resource allocation, leadership technique, production methods, and coordination of people and resources;
- Project management principles and practices;
- Business analysis methodologies;
- Analyzing and evaluating complex information technology programs, policies, and issues;
- Developing creative and workable solutions to complex problems and issues;
- Communicating in writing;
- Translating user/business needs into a technical style;
- Communicating technical instructions to system users;
- Analyzing, evaluating, and integrating business rules into system requirements;
- Exercising sound judgment in making critical decisions;
- Communicating effectively;
- Supervising the work of others.
