About the role

This position is located inside a correctional facility. Reports directly to the Deputy Director of Corrections. Supervises professional and support staff. Performs advanced professional and supervisory professional fiscal, administrative, and analytical duties.

Responsibilities

  • Reports directly to the Deputy Director of Corrections.
  • Supervises professional and support staff.
  • Plans, assigns, coordinates, and reviews the work of employees performing accounting, clerical, purchasing, budgeting, and other administrative functions.
  • Led, coordinates and conducts special programs and projects.
  • Formulates, executes, and controls operating, capital, and grant budgets.
  • Analyzes agency and program expenses, revenues, and other fiscal and budgetary data.
  • Prepares and reviews budget requests, justifications, and related fiscal documents.
  • Formulates budget proposals.
  • Supervises the preparation of quarterly and annual budget projections.
  • Reviews, monitors and authorizes expenditures.
  • Supervises the procurement of goods, services, supplies, and equipment.
  • Reviews and authorizes purchase requests and requisitions.
  • Provides advice and guidance to staff regarding agency purchasing.
  • Supervises, coordinates, and conducts administrative and management studies.
  • Researches, analyzes, and reports on a variety of informational, operational, management and personnel issues.
  • Analyzes and evaluates the effectiveness of agency policies, rules, operations, and methods.
  • Analyzes agency staffing requirements, work scheduling, equipment and facilities.
  • Performs fiscal analyses of management proposals.
  • Prepares and presents comprehensive reports and memorandums.
  • Serves as a liaison between the granter and the agency.
  • Makes sure grant expenditures are in accordance with guidelines and appropriation balances.
  • Prepares and processes contracts.
  • Supervises the execution of contracts and the billing of contractors.
  • Manages special service contracts with outside vendors.
  • Collaborates with facilities maintenance, repair, and other agency support service activities.
  • Represents the department at meetings or on committees.

    Requirements

    Graduation from an accredited college or university with a bachelor’s degree, preferably in business administration, public administration, economics, or a related field; Plus Four years’ experience performing professional fiscal, administrative and analytical duties. Additional experience involving the analysis and evaluation of budgets, systems, policies and procedures, organizations, and programs may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education in business administration, public administration, or a related field beyond a bachelor’s degree may be substituted on a year-for-year basis for the required experience.

    • Thorough knowledge of the principles and practices of budgeting and statistical analysis.
    • Knowledge of current office practices, procedures, and systems.
    • Good knowledge of English grammar and usage.
    • Skill in the use of personal computers and office software packages.
    • Skill in formulating, executing, and controlling budgets.
    • Skill in analyzing expenses, revenues and other budgetary data.
    • Skill in researching, analyzing, and reporting on management issues.
    • Skill in performing fiscal analyses of proposals.
    • Skill in performing statistical analysis of data.
    • Skill in administering contracts and grants.
    • Skill in leading, coordinating, and conducting special projects.
    • Skill in supervising staff.
    • Skill in supervising agency administrative functions.
    • Skill in supervising special programs and projects.
