Management Analyst III

About the role

This is a Management Analyst III position responsible for performing complex analytical work to improve organizational efficiency and effectiveness within the Solid Waste Management Division.

Responsibilities

• Conduct comprehensive studies and analyses of division operations, programs, and policies to identify areas for improvement.
• Develop and implement performance measurement systems to evaluate program effectiveness and efficiency.
• Prepare detailed reports, presentations, and recommendations for division management and county leadership.
• Coordinate and facilitate process improvement initiatives, including workflow redesign and organizational restructuring.
• Analyze financial data, budget proposals, and funding sources to support decision-making.
• Collaborate with cross-functional teams to gather data, identify trends, and develop strategic plans.
• Monitor legislative and regulatory changes affecting solid waste management and assess their impact on division operations.
• Provide technical assistance and training to division staff on performance management and process improvement techniques.

Requirements

• Bachelor's degree in Public Administration, Business Administration, Industrial Engineering, or a related field.
• Four years of professional experience in management analysis, organizational development, or performance management.
• Experience with process improvement methodologies (e.g., Lean, Six Sigma) and performance measurement systems.
• Strong analytical, problem-solving, and critical-thinking skills.
• Excellent written and verbal communication skills, with the ability to present complex information clearly.
• Proficiency in Microsoft Office Suite, data visualization tools, and statistical analysis software.
• Knowledge of local government operations and solid waste management practices is preferred.
