About the Role

This position serves as a Management Analyst, focusing on improving the effectiveness of work methods, procedures, and overall management within the division. The role involves conducting studies, analyzing management functions, and providing recommendations to enhance organizational efficiency, budgeting, staffing, and day-to-day operations.

Responsibilities

  • Conduct general reviews of division accomplishments and goals.
  • Develop, analyze, evaluate, and advise on work methods and procedures to improve effectiveness, reporting findings to management.
  • Perform studies and analysis of management functions to enhance organizational management, budget, staffing, and operations.
  • Recommend solutions for inter-team issues and external factors impacting the division.
  • Provide support to division management on significant issues, including policies, goals, objectives, and internal controls.
  • Serve as the Internal Control Coordinator, compiling and tracking the Management Control Plan.
  • Facilitate organizational planning and oversee the publication of policies and procedures.
  • Represent the organization in task force and board assignments with VA, state, and other agencies.
  • Use qualitative and quantitative methods to assess management processes and procedures.
  • Prepare performance, workload, and other reports for review at all levels.
  • Conduct non-financial internal audits to evaluate compliance with policies, regulations, and program administration effectiveness.
  • Utilize Microsoft software and other applications to prepare documents, spreadsheets, databases, and presentations.
  • Assist with onboarding and offboarding employees, including account creation/deletion and systems access management.
  • Coordinate HR support for out-based employees, including PIV cards and hiring duties as needed.
  • Perform administrative duties such as processing travel vouchers and serving as a backup for timekeeping.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 08/20/2026.

Time-in-Grade Requirement

  • For a GS-09 position, you must have served 52 weeks at the GS-07 level.
  • For a GS-11 position, you must have served 52 weeks at the GS-09 level.

Minimum Qualification Requirements

GS-09 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-07 level, applying analytical and evaluative techniques, regulations, policies, and precedents to conduct analysis of complex issues, work functions, or work processes.

Education Substitution: A Master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. related to the duties of this position.

GS-11 Grade Level

Specialized Experience: One year of specialized experience equivalent to at least the GS-09 level, including diagnosing organizational problems and implementing plans for improvement, or developing business processes, systems, technology, and/or job roles.

Education Substitution: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or an LL.M. related to the duties of this position.

Combining Education & Experience: If you do not fully meet the experience or education requirements, the two can be combined to total 100% of the requirement.

Volunteer Experience: Includes paid and unpaid experience, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations.

Physical Requirements: The work is primarily sedentary, though some slight physical effort may be required.

Schedule

  • Work Schedule: Full-time, Monday - Friday, 8:00 am - 4:30 pm.
  • Compressed/Flexible: Yes.
  • Telework: Eligible for situational (ad hoc) telework only, requiring supervisory approval and in-person attendance at the official duty station on scheduled workdays. Routine or recurring telework is not authorized.
  • Virtual: This is not a virtual position.

Promotion Potential

The selectee may be promoted to the full performance level (GS-11) without further competition when all regulatory, qualification, and performance requirements are met. The grade progression for this position is GS-9/11.
