About the role
We are seeking a motivated, enthusiastic, and experienced professional to join our team as a Management Analyst 2 in the Clackamas County Department of Transportation & Development / Office of Economic Development. In this role, you will develop and manage an in-house business incentive grant program, focusing on seeking out funding opportunities, submitting grant applications, and managing communications with businesses searching for direct funding options.

Responsibilities
- Oversee grant management, including coordination of defined programs, systems of service, researching best practices, creating policies, procedures, and work plans.
- Monitor revenues, leverage financial resources, and track, monitor, and reconcile program data and reporting processes for compliance.
- Conduct grant research for relevant grantors; write formal grant proposals, including scope of work and budgetary requirements.
- Manage awarded grants for compliance with program reporting requirements and regulations, including financial reporting, and advise management.
- Coordinate submittal of grant applications and serve as liaison with granting agencies and internal County staff.
- Research funding opportunities for businesses seeking direct lending and grant opportunities; connect businesses with lenders.
- Measure program effectiveness and make recommendations for policy and process improvements; interpret policy, rules, regulations, and requirements of other agencies.
- Provide financial reporting and tracking; ensure receipt of funds and distributions.
- Engage with Finance and other departments to ensure accuracy and compliance with program regulatory reporting requirements.
- Analyze industry and sector trends to understand emerging markets and create targeted approaches for business expansion and capital investments.
- Analyze and present recommendations for programmatic deliverables that support business retention, expansion, and attraction efforts aligned with department and County goals.
- Provide positive business and community relations outreach and manage grant marketing, including development of marketing language, collateral, and support of video production.
- Research and track pending legislation and proposed administrative rules to determine impact on the department; create fact sheets and talking points to support management as liaison with the Department of Public & Government Affairs.
- Work collaboratively with department staff on duties as assigned to achieve programmatic deliverables; ensure work completion within established timelines.
- Lead and coordinate multiple projects concurrently with excellent time management skills.
- Provide staff reports to advisory boards, operating committees, and internal teams.
Requirements
- A minimum of four (4) years of related experience that includes:
- Three (3) years of experience in grant writing.
- Two (2) years of experience in grant research.
- Two (2) years of experience in grant management.
- Two (2) years of experience in project development & management.
- Experience preparing clear and concise reports for program reporting.
- Must pass a criminal history check, which may include national or state fingerprint records check.
- Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver’s license and maintain an acceptable driving record throughout employment.
Preferred Qualifications
- Current certification as a Certified Economic Developer (CEcD) from the International Economic Development Council or equivalent certification program.
- Experience communicating with various businesses and articulating needs.
- Experience using software and technologies to apply for and administer grants.
- Experience with State & Federal grant administration, compliance, and reporting.
- Experience analyzing, assessing, and revising program policies and deliverables.
- At least one (1) year of experience using Adobe Pro.

Schedule
This position works 40 hours during a standard workweek with one of the following schedules:
- Monday through Thursday, working 10 hours per day (4/10) with every Friday off.
- Monday through Friday, working 8 hours per day (5/8).
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department’s business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during the offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County. The first 120 days of employment are expected to be on-site to facilitate onboarding and training.
Pay
Annual Pay Range: $83,305.42 - $105,644.63
Hourly Pay Range: $40.050683 - $50.790687
Salary offers will be made within the posted pay range and will be based on the candidate's experience (paid or unpaid) that is directly relevant to the position.
