Responsibilities
- Informing and collaborating with programmatic financial and operational reporting initiatives
- Managing the full lifecycle of enterprise software licenses (procurement, renewal, compliance, optimization)
- Leading Enterprise License Agreement (ELA) strategy, execution, and modification in coordination with VA contracting
- Developing and managing licensing budgets, forecasts, and spend plans aligned to fiscal year cycles
- Analyzing license utilization and recommending cost optimization and right-sizing strategies
- Interpreting contract language and aligning entitlements with technical and operational requirements
- Reviewing system architectures and deployment models to determine appropriate licensing structures
- Establishing license management governance, standards, and audit readiness practices
- Maintaining accurate license inventories, entitlement records, and usage tracking mechanisms
- Predicting and preparing for licensing costs and risks
- Partnering with engineering and product teams to ensure licensing efficiency is embedded in solution design
- Preparing and delivering executive briefings on licensing posture, risks, and cost drivers
- Serving as the primary point of contact for licensing strategy across internal stakeholders and external vendors
Qualifications
- Bachelor’s degree in Business, Information Technology, Contract Management, or a related field
- 5+ years of experience managing enterprise software licenses and Enterprise License Agreements (ELAs)
- 3+ years of experience supporting federal clients; Department of Veterans Affairs (VA) experience strongly preferred
- Demonstrated experience in contract management, contract modifications, and financial planning/budgeting
- Deep understanding of software licensing models (e.g., user-based, consumption-based, core-based, SaaS, hybrid)
- Strong experience managing license lifecycle activities including procurement, compliance, and optimization
- Ability to interpret technical architecture and translate system design into licensing requirements
- Experience aligning contract terms with operational and technical implementation
- Strong financial acumen, including budget forecasting, cost modeling, and spend optimization
- Experience working with federal acquisition frameworks (FAR) and compliance requirements
- Strong executive communication, stakeholder alignment, and briefing skills
- Ability to operate independently in complex, cross-functional environments
- Familiarity with Microsoft PowerBI
Preferred (Nice-to-Have)
- Experience with license management tools (e.g., Flexera, ServiceNow SAM Pro, or similar)
- Experience with Microsoft Excel, SharePoint, and financial tracking/reporting tools
- Familiarity with SaaS and PaaS intake and governance models
- Experience supporting VA-specific processes, systems, and financial cycles
- Certification in Contract Management (NCMA), IT Asset Management (ITIL, ISO/IEC 19770), or similar
- Experience in cloud-first or hybrid IT environments
- Prior team leadership or people management experience
