About the role

The Legislative Specialist provides analytical and operational support for legislative affairs, Congressional engagement, and public policy initiatives in support of the federal client. The specialist monitors federal and state legislative activity, analyzes proposed legislation and policy developments, prepares Congressional support materials, and assists with the management of Congressional correspondence and reporting requirements.

Responsibilities

  • Track, monitor, and provide status reports on legislative activities occurring within the U.S. Congress and state governments that may impact the federal client's mission.
  • Analyze proposed legislation, amendments, regulations, and public policy initiatives to identify authorities, statutory requirements, funding implications, and programmatic direction affecting cybersecurity and infrastructure security and resilience activities.
  • Develop, maintain, and update trackers for Congressional reporting requirements, Congressional engagements, and other legislative affairs activities involving the federal client's personnel.
  • Manage the Congressional correspondence process, including tracking, coordinating, reviewing, and facilitating timely responses to Congressional inquiries.
  • Produce a weekly legislative report summarizing:
    • Legislation of interest
    • Congressional engagements
    • Relevant hearings
    • Public policy developments
    • Social media activity related to the federal client's priorities
  • Develop an annual legislative report summarizing:
    • Significant legislation affecting the federal client
    • Programs scheduled to expire
    • Congressional engagements
    • Authorization and appropriations activities
  • Legislative trends impacting cybersecurity and infrastructure security
  • Maintain awareness of Congressional hearings, markups, committee activities, and legislative developments, and prepare concise summaries relevant to the federal client's mission.
  • Research, edit, produce, and assemble background materials, briefing books, testimony packages, Questions for the Record (QFRs), and other Congressional products.
  • Establish, organize, and maintain a searchable, multi-user repository for Congressional testimony, QFRs, correspondence, briefing materials, and legislative products.
  • Support the federal client's leadership and staff in preparing responses to policy, legislative, and government affairs-related requests and taskings.
  • Cook with internal stakeholders to ensure legislative information is accurate, timely, and aligned with agency priorities.
  • Prepare executive-level reports, presentations, and briefing materials supporting senior leadership engagements with Congress and other governmental entities.

Qualifications

  • Currently holds, or is able to obtain, DHS Fitness Determination.
  • Bachelor’s degree (BA/BS) from an accredited college or university.
  • Minimum of one (1) to three (3) years of professional experience supporting legislative affairs, government relations, public policy, or related functions.
  • Demonstrated experience reviewing proposed legislation and evaluating its impact on government agencies, organizations, or programs.
  • Demonstrated experience monitoring and analyzing legislative, regulatory, and policy activities at the local, state, and federal levels.
  • Demonstrated experience preparing legislative summaries, policy analyses, executive briefings, and response materials.
  • Strong knowledge of the Congressional legislative process, authorization and appropriations cycles, and federal policymaking.
  • Excellent research, analytical, writing, and editing skills with the ability to synthesize complex legislative and policy information into concise, actionable products.
  • Strong organizational skills with demonstrated ability to manage multiple legislative actions, reporting requirements, and competing priorities simultaneously.
  • Proficiency using Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint or other document management systems.

Priorities and Experience

  • Experience supporting the Department of Homeland Security (DHS), or other federal agencies in legislative affairs, public policy, or Congressional relations.
  • Familiarity with cybersecurity, critical infrastructure protection, emergency management, or national security policy.
  • Experience supporting Congressional testimony development, Questions for the Record (QFRs), Congressional correspondence, and executive briefings.
  • Experience using legislative tracking platforms (e.g., Congress.gov, Quorum, FiscalNote, Bloomberg Government, or similar tools).
  • Knowledge of federal records management and document repository best practices.
  • Ability to communicate effectively with senior government officials, Congressional staff, and cross-functional stakeholders.

Pay Range

87,000 - 114,000 USD per year (Remote)
