About the role

The Oregon Department of Human Services seeks a dynamic leader to serve as the Learning & Development Unit Manager. In this key leadership role, you will shape and lead agency-wide training strategies that empower staff, promote equity, and drive meaningful change. Collaborate with senior leaders and training professionals to build a strong learning culture that supports ODHS’s mission and values.

Responsibilities

  • Lead and manage the Learning & Development Unit, including supervising staff, overseeing workflows, and ensuring alignment with agency goals and values.
  • Develop and execute long-range strategies for agency-wide training and workforce development programs.
  • Collaborate with ODHS leadership to design and implement learning initiatives that support organizational priorities, such as Equity North Star, RiSE, and Trauma Aware.
  • Evaluate and improve business processes, training systems, and performance metrics to enhance efficiency and impact.
  • Oversee training design, delivery, and evaluation, ensuring alignment with ODHS and enterprise competency models and standards.
  • Monitor and assess return-on-investment for training programs, ensuring quality, compliance, and continuous improvement.
  • Support organizational change management through consultation, facilitation, and collaboration across programs and with external partners.
  • Promote an inclusive, culturally responsive work environment that reflects the agency’s commitment to equity, diversity, and anti-racism.
  • Ensure compliance with laws, policies, and collective bargaining agreements in the management of staff and operations.
  • Maintain and manage the agency’s learning systems and coordinate resources, contracts, and tools to support development efforts.

Requirements

  • Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor’s degree in a related field.

Skills

  • Workforce & Organizational Development Expertise: Experience in workforce systems, organizational assessment and development, and employee relations. Demonstrated use of continuous improvement and change management methodologies, instructional design methods, adult learning principles, and equity-centered practices to improve workforce capability.
  • Leadership of Complex Training Initiatives: Experience leading large-scale learning initiatives in multi-program, regulated environments. Proven ability to coordinate diverse partners, meet compliance requirements, and deliver measurable, high-impact learning outcomes.
  • Training Design, Delivery & Learning Systems: Demonstrated skill in organizational needs analysis, instructional design, adult learning theory, and technology-enabled training (eLearning, virtual, blended). Proven experience administering learning management systems and designing learning pathways for employees, managers, and emerging leaders.
  • Supervision, Coaching & Leadership Development: Experience supervising staff, managing performance, and coaching talent. Proven ability to design and facilitate leadership development programs that strengthen leadership pipelines and support inclusive, values-driven cultures.
  • Data-Driven Workforce & Learning Strategy: Demonstrated ability to use analytics, performance metrics, and evidence-based decision-making to guide workforce strategy, manage budgets, and drive continuous improvement. Proven track record aligning learning initiatives with organizational goals and equitable outcomes.

Working Conditions

  • Hybrid schedule requiring in-person work in the Salem, OR office 1–2 days per week, with adjustments based on staff meetings, unit activities, and business needs.
  • Occasional travel, including evenings, weekends, and out-of-state conference attendance.
  • Must have a valid driver’s license with an acceptable driving record or access to timely alternative transportation.
  • Regular interaction with diverse training participants, including those undergoing performance counseling; some interactions may be emotionally charged or sensitive.
  • Work may involve tight deadlines, interruptions, and high-pressure situations.
  • Physical requirements include periods of sitting/standing and lifting or moving items such as boxes and tables (up to 30 lbs).

Background Checks

  • If selected as a finalist, a criminal history and background check will be conducted. Adverse findings may lead to disqualification.
  • The Oregon Department of Human Services does not offer visa sponsorship.
  • Within three days of hire, you will be required to complete the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States. ODHS will use E-Verify to confirm work authorization.

Pay

$7,537 – $11,657 per month
