Lead Firefighter (Basic Life Support / Hazardous Materials Technician).

About the Role

This position directs a crew engaged in all-hazards response functions and requires shift work to provide coverage on evenings, weekends, holidays, or special situations. The work schedule consists of 48-hour rotating shifts with 144 hours per pay period. The incumbent must wear a uniform and safety apparel in accordance with established policies and participate in the department's wellness program, including a structured physical exercise program.

Responsibilities

• Directs a crew engaged in all-hazards response functions.
• Drives and operates firefighting/rescue vehicles and equipment.
• Instructs and trains employees on policies, procedures, and specific tasks and job techniques.
• Performs firefighting and rescue operations, including aircraft rescue and firefighting.
• Provides medical care at the Emergency Medical Technician (EMT) level.
• Operates as a member of a hazardous material response team at the technician level.
• Conducts inspections of firefighting equipment to maintain proper serviceability.
• Prepares reports for supervisory review regarding emergency responses, training, maintenance, and daily activities.
• Reports for duty during natural disasters and other emergency situations as directed by the Fire Chief.
• Participates in Temporary Duty (TDY) or business travel up to 10% of the time.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must complete pre-employment and periodic subsequent medical examinations to ensure physical health and ability to perform duties.
• Must lift up to 50 lbs. in the regular performance of duties.
• Compliance with Federal and Department of the Army Drug Free Workplace Programs; subject to pre-employment and random drug testing.
• Position is designated Mission Essential; incumbent must report to work during severe weather or emergencies.
• Must wear a uniform and safety apparel as required.
• Requires a valid state Driver’s License to operate vehicles.
• Must successfully complete an annual Job Performance Test and pass the record Physical Ability Test (PAT) annually.
• Must pass a Self-Contained Breathing Apparatus (SCBA) Fit Test.
• Must maintain a functioning telephone for recall situations.
• Must obtain and maintain eligibility for a Secret security clearance.
• Maximum Entry Age (MEA) for Firefighters is 37; rehire eligibility may extend beyond this age under specific conditions.
• One-year probationary period applies unless previously met under 5 CFR Part 11.

Qualifications

Open to US Citizens. To qualify, you must meet the specialized experience requirements below. Experience includes paid and unpaid work, such as volunteer service through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, community, student, social).

Specialized Experience

One year of specialized experience which includes:

• Driving and operating firefighting apparatus and equipment.
• Operating as a member of a hazardous material response team at the technician level.
• Performing emergency medical care at the Emergency Medical Technician (EMT) level.
• Performing aircraft rescue and firefighting operations.
• Conducting inspections of firefighting equipment to maintain proper serviceability.

This experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Selective Placement Factors

In addition to specialized experience, applicants must possess the following certifications (attach copies for verification):

• Firefighter I
• Firefighter II
• Airport Firefighter
• Hazardous Materials Technician
• Fire Officer I
• Fire Instructor I
• Fire Inspector I (or accredited First Responder Inspector certification IAW Chapter 7 of NFPA Standard 1030, 2024 Edition)
• National Registry Emergency Medical Technician (NREMT) certification or state EMT certification from a state with National Registry reciprocity.

No substitution of education for experience is permitted for this position.
