About the role

This position serves as the central point of contact for assigned procurements. Duties include performing market research, coordinating set asides, obtaining and assessing EEO compliance information, obtaining price data, and providing guidance and training.

Responsibilities

  • Helps in determining product availability and developing new sources through market research.
  • Coordinates set asides with the Small and Disadvantaged Business Utilization Office (SADBU).
  • Obtains and assesses information regarding EEO compliance of potential contractors.
  • Obtains price data, audit/cost/price analysis reports, freight rates, and develops negotiation objectives.
  • Reviews, advises, and signs awards and modifications for unwarranted specialists.
  • Provides guidance and training to lower grades and new hires.
  • Communicates assignments, projects, problems, deadlines, and milestones to the team.
  • Applies signature to final award documents to obligate Navy funds.

Requirements

Conditions of employment include being a U.S. citizen, working a set schedule, and passing security clearances. Appointment is subject to the completion of a favorable suitability or fitness determination and other requirements.

Qualifications

  • A bachelor's degree from an accredited educational institution or current civilian employee in DoD or member of the Armed Forces with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000.
  • Two years of specialized experience that equips you with the particular competencies to successfully perform the duties of the position.
  • Experience in a contracting position, conducting negotiations, investigating and resolving demand planning issues, preparing award documents, and reviewing them for adequacy and completeness.

Specialized Experience

  • Performing market research to determine availability of products and develop new sources based on those findings.
  • Reviewing previous history, market conditions, specifications, and/or technical data packages to develop acquisition strategies.
  • Conducting negotiations regarding procurement price, settlements, contractual changes, terms and conditions, and/or lead-times to meet customer needs.
  • Investigating and resolving demand planning issues and discrepancies.
  • Preparing award documents (i.e., purchase orders, delivery orders and/or contracts) and reviewing them for adequacy and completeness.

Education

To qualify for the GS-12 grade level, applicants must possess at least two years of specialized experience that is directly related to the position and is at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector.

Additional Information

The position requires DoD Acquisition Contracting(C), Foundational certification within required timeframes, and achievement of 80 hours of Continuous Learning Points (CLPs) every 2-years.
