About the role

The 45th Contracting Squadron (45 CONS) Launch and Range Support Flight is seeking a Non-Supervisory Team Leader to manage workload and mission success for PEO-level service contracts supporting Cape Canaveral Space Force Station. Experience with cost contracts is preferred. An unlimited warrant is required within 12 months; 45 CONS offers warrant board prep training sessions and will work with you toward your next career step.

Responsibilities

• Serve as a Team Lead and unlimited warranted contracting officer for their respective program.
• Provide business advice and perform all pre-award and post-award functions for a wide variety of highly specialized procurements of significant importance to the agency or multiple agencies using a wide range of contracting methods and types.
• Procure services, commodities, and/or construction for complex and/or diversified programs such as Program Executive Officer (PEO) programs; Acquisition Category (ACAT) rated programs; enterprise-wide strategic sourcing initiatives or programs affecting strategic national objectives; research, development, production, operational test and evaluation, sustainment of extensive specialized equipment or systems, state-of-the-art systems and/or programs, and equipment that are not well defined or span successive program stages.
• File an OGE-450, “Confidential Financial Disclosure Report,” within 30 days of assuming this position and by 31 October annually thereafter.
• Attend annual ethics and procurement integrity training.
• Meet continuing acquisition education requirements IAW DoDI 5000.66 para E2.2.8.
• May be required to work overtime on an unscheduled or emergency basis.
• May be required to travel by military or commercial aircraft in the performance of temporary-duty (TDY) assignments.

• Must be able to obtain and maintain a Secret clearance.

Skills

• Knowledge of a full range of Federal contracting laws, executive orders, regulations, principles, policies, procedures, methods, techniques, and contract types applicable to pre-award and post-award actions for a variety of complex and/or diversified services and commodities.
• Knowledge of the business environment (e.g., economic trends, awareness of commercial/industry business practices, standards, mergers, and acquisitions) applicable to program and technical requirements in order to recognize potential programmatic/contractual impacts, and knowledge of the methods and techniques of fact-finding/market research.
• Knowledge of the principles, methods, and tools used to assist in risk identification, assessment, and mitigation, including assessing the probability and consequences of potential problems and their solutions.
• Knowledge of formal source selection methods, policies, and procedures; contracting negotiation, administration, and termination principles, policies, procedures, and technical requirements; and knowledge of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established and approved rates to determine price reasonableness or to determine a negotiation position.
• Ability to identify problems, determine accuracy and relevance of information; use sound judgment to generate and evaluate alternatives, and make recommendations.
• Ability to make sound, well-informed, and objective decisions applying precedents found in government contracting case law to specific contracting situations to ensure that legally binding contracting officer decisions are consistent, justifiable, and will be upheld at appellate courts or boards; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals.

Pay

Salary range: $76,463 – $118,204 (without locality). If your current basic salary is within the band but above the stated Value of Position (VOP), your basic salary will not be reduced if you are selected for the position.
