Position TypeAbout the Role
Provide strategic Agile leadership and enterprise transformation expertise in support of the Veterans Health Administration (VHA). Serve as a trusted advisor to executive leadership, Agile Release Trains (ARTs), and program teams, driving the adoption, implementation, and continuous improvement of Agile and SAFe practices across a complex healthcare technology environment.Responsibilities
- Lead enterprise-wide Agile transformation initiatives, providing strategic guidance and expert consultation on Agile principles, frameworks, and best practices.
- Serve as the primary Agile and SAFe subject matter expert supporting large-scale modernization and transformation efforts within the VHA.
- Design, implement, and mature Agile operating models that align with organizational goals, mission objectives, and regulatory requirements.
- Provide leadership and coaching to executives, managers, Product Managers, Product Owners, Scrum Masters, Release Train Engineers (RTEs), and development teams.
- Facilitate and support SAFe implementation activities, including Lean Portfolio Management, Program Increment (PI) Planning, Inspect and Adapt events, and Agile Release Train launches.
- Assess organizational Agile maturity and develop transformation roadmaps to improve agility, delivery effectiveness, and business outcomes.
- Identify organizational impediments to Agile adoption and recommend solutions to improve collaboration, transparency, and delivery performance.
- Develop and deliver Agile and SAFe training, workshops, and coaching sessions for stakeholders at all levels of the organization.
- Establish and monitor Agile metrics, key performance indicators (KPIs), and reporting mechanisms to evaluate transformation progress and effectiveness.
- Collaborate with government stakeholders, contractors, and technical teams to ensure alignment of Agile practices with healthcare technology modernization objectives.
- Promote a culture of continuous improvement, innovation, servant leadership, and customer-centric delivery.
- Provide thought leadership on emerging Agile methodologies, practices, and industry trends, particularly within healthcare and healthcare IT environments.
Qualifications
- Ability to obtain and maintain a Public Trust Clearance.
- Master's degree in Information Technology, Business, Healthcare Administration, Organizational Development, or a related field.
- Minimum of 15 years of experience leading Agile transformations and large-scale Agile implementations within medium to large organizations.
- Certified SAFe Practice Consultant-Trainer (SPCT) certification is required.
- Demonstrated expert-level knowledge and hands-on experience adopting and scaling Agile practices across enterprise environments.
- Extensive experience implementing and supporting the Scaled Agile Framework (SAFe) at the enterprise level.
- Proven experience coaching and mentoring executive leadership, program leadership, and delivery teams through Agile transformations.
- Experience leading multiple Agile Release Trains (ARTs) and large-scale SAFe implementations.
- Experience establishing Agile governance, metrics, and continuous improvement frameworks.
- Strong facilitation, communication, stakeholder management, and organizational change management skills.
- Experience supporting healthcare, healthcare technology, or health IT modernization initiatives.
- Proven ability to influence and drive change across complex organizational structures.
Preferred
- Experience supporting federal government agencies, particularly the Department of Veterans Affairs (VA) or Veterans Health Administration (VHA).
- Additional Agile certifications such as Certified Scrum Professional (CSP), PMI-ACP, ICAgile, or related credentials.
- Experience with Lean Portfolio Management (LPM), DevSecOps, and product-centric operating models.
- Familiarity with healthcare interoperability, electronic health records (EHR), or healthcare digital transformation initiatives.
