About the role

This position is responsible for managing survey vendor contracts to provide quality land surveying services in a safe and cost-effective manner. Activities include:

• Develop project scope and calculate in-house estimates
• Generate request for quotes for cost and timeframes
• Initiate data entry into the work management tool
• Monitor contractors and projects to ensure quality, schedules, and budgets are met
• Process invoices and review survey project deliverables for quality and compliance
• Deliver finished products to customers or requesters and close out projects
• Act as a problem solver for customers and employees, applying new technology to increase quality and manage costs
• Support and follow company goals, policies, and procedures while representing the company professionally

Responsibilities

Leadership, Survey Vendor Oversight

• Safely oversee contractor staff and outside consultants responsible for surveys, including transmission lines, distribution lines, gas lines, dam deformations, construction staking, land acquisitions, and disposals of enterprise assets
• Provide leadership to contracted survey crews by setting an example for professionalism, customer service, and honest communications
• Promote good teammate relations and participate in resolving team problems and concerns
• Recommend employee training and development
• Integrate internal resources and external contractors into a seamless service

Project Management

• Serve as a representative of Land Services to monitor, inspect, and review survey work for compliance with Duke Energy technical specifications, work schedules, and budgets
• Direct multiple survey vendors and solve complex problems involving conflicting data to ensure deliverable quality
• Maintain and provide regular progress reports on survey projects, noting contractor performance and suggesting corrective actions
• Thoroughly inspect and check deliverables (field work, maps, electronic files) for accuracy
• Attend project meetings and obtain detailed cost estimates and agreed-upon delivery dates from vendors
• Monitor contractors to ensure compliance with Master Service Agreements and project control requirements
• Review vendor invoices, recommend payment based on performance, and advise management of anticipated cost overruns
• Establish and maintain effective working relationships with internal and external personnel/groups
• Mediate and coordinate resolution of problems between company departments in real estate acquisition and disposition
• Maintain working relationships with vendors and governmental agencies to acquire or resolve problems

Professional Leadership and Development

• Demonstrate sound judgment and creativity in resolving engineering/technical analysis problems and determining root causes
• Ensure observance of safety and environmental compliance for internal staff and contract survey vendors, including necessary training
• Participate in professional organizations and associations (e.g., State Society of Surveyors, IRWA)
• Stay abreast of laws and governmental regulations affecting land surveying

Requirements

• Associate’s degree in Surveying and Topography, Civil Engineering Technology, or related field OR High School/GED with four (4) years of related work experience
• Two (2) years minimum of related work experience (in addition to required degree, if applicable)
• Valid driver’s license

Qualifications

• Land Surveyor in Training (desired)
• Project management background, specifically in construction or utility project management (desired)
• Prior experience managing contractors (desired)
• Bachelor’s degree in Surveying and Topography (desired)
• Seven (7) years of related work experience (in addition to desired degree, if applicable)
• Professional Land Surveyor (desired)
• Extensive knowledge of professional surveying practices and procedures
• Ability to understand and develop scope of work
• Knowledge of laws and regulations affecting land surveying
• Demonstrated ability to work as part of a large team consisting of professional and technical staff
• Able to work independently to check deliverables and perform complex computations using standard surveying software
• Ability to coordinate and direct all phases of contract and in-house field surveys
• Familiarity with high voltage transmission route surveys
• Good understanding of Duke’s real estate and rights-of-way
• Excellent written and oral communication skills
• Four (4) or more years of progressive land surveying management experience

Working Conditions

• Field mobility classification – work will be performed in various field locations as needed after the onboarding period
• Primary work location will be in an office environment (Monday–Friday)
• Frequent visits to contract surveying firms and field survey projects in hot and cold weather conditions
• Occasional travel within the region and other Duke Energy service areas
• Travel requirements: 15–25%
