Position Summary

The Labor Relations Officer 2 serves as a key resource in supporting the agency’s labor relations functions. This position partners closely with leadership, supervisors, and labor representatives to ensure alignment with labor agreements, organizational policies, and state personnel practices.

Key Responsibilities

  • Lead and coordinate labor relations activities for the assigned facility/office, ensuring issues are addressed promptly and fairly.

  • Conduct fact-finding, internal reviews, and inquiries related to workplace concerns, disciplinary matters, and contractual disputes.

  • Provide guidance to supervisors and managers on contract interpretation, workplace expectations, and approaches for resolving personnel issues.

  • Prepare and present management’s position during grievance proceedings, meetings, and other dispute-resolution processes.

  • Facilitate labor–management discussions, foster cooperative relationships, and support communication between agency leadership and employee organizations.

  • Develop and deliver training for managers and staff on labor relations topics, workplace practices, and procedural requirements.

  • Oversee processes related to workplace monitoring programs, internal compliance measures, and required reporting activities.

  • Maintain accurate records, documentation, and case files; ensure timely follow-up on all assigned matters.

  • Participate in agency-wide committees, workgroups, and operational reviews as needed.

  • Support HR operational needs and perform related duties consistent with the role’s scope.

Additional Salary / Appointment Information

  • Unusual Working Conditions: May require travel which may include overnight stays; may be exposed to persons who are irate or hostile; may work evenings, weekends &/or irregular hours.

  • Minimum Qualifications: 2 years of experience in collective bargaining, which included labor relations & handling of grievances. Or completion of an undergraduate core program in human resources management or public or business administration that included coursework in human resources or labor relations. Or 1 year of experience as a Labor Relations Officer 1, 63471. Or equivalent of the minimum class qualifications noted above.
