KNOWLEDGE MANAGEMENT SPECIALIST
This position is in the Cyber Excepted Service (CES) under 10 USC 1599f and does not convey eligibility for conversion to the Competitive Service. It supports the mission of the US Cyber Command and is located in the DISA - C4E Directorate (J6/ITC1).
Responsibilities
- Develops and implements policy, program guidance, and governance roles for Knowledge Management (KM) initiatives across DISA J-6 C4E Directorate in alignment with DoD standards.
- Advises senior leaders, develops KM strategies, monitors project progress, and delivers executive presentations at directorate staff calls and DoD conferences.
- Serves as KM change agent; writes, standardizes, and updates Standard Operating Procedures (SOPs), manuals, and training assets to improve institutional knowledge sharing.
- Executes technical leadership by performing SharePoint development, site management, Power Applications administration, and KM tool management.
- Performs contractor oversight by setting short-term priorities, assigning work, and evaluating contractor performance and deliverables.
Requirements
- Must be a U.S. Citizen.
- Males born after 12-31-59 must be registered or exempt from Selective Service.
- This national security position requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
- In accordance with the DoD 8140 policy series, the position requires completing Foundational Qualifications in 9 months and Residential Qualification requirements in 12 months.
Qualifications
To qualify at the GG-12 level, your resume must describe at least one year of experience demonstrating the following competencies:
- Designing and implementing knowledge management architectures, strategies, and program guidance across an organization.
- Managing SharePoint repositories to support content curation and collaborative workflows.
- Developing standardized documentation, including Standard Operating Procedures (SOPs), manuals, and training materials to optimize operational knowledge management processes.

Education
There is no substitution of education for the qualifying experience at the GG-12 grade level.

- Telework availability will be based on mission requirements and supervisory determination.

- This position is covered under DoD Manual 8140, subject to future Cyber Workforce requirements.
