About the role

The City of Kingman is seeking a Human Resources Analyst to perform professional and technical human resources work in support of the City’s human resources functions. This position reports to the Human Resources Manager and assists in the administration of human resources programs, policies, and procedures.

Responsibilities

  • Assists in the administration of the City’s human resources programs, including recruitment, selection, classification, compensation, benefits administration, employee relations, training, and performance management.
  • Conducts recruitment and selection activities, including job analysis, job postings, applicant screening, interviewing, reference checks, and job offers.
  • Assists in the development and maintenance of the City’s classification and compensation plans.
  • Administers employee benefits programs, including health, dental, vision, life, and retirement benefits; processes enrollments, changes, and terminations; and serves as a liaison with benefits providers.
  • Provides guidance and assistance to employees and supervisors on human resources policies, procedures, and practices.
  • Assists in the investigation and resolution of employee relations issues, including complaints, grievances, and disciplinary actions.
  • Coordinates and delivers training programs for employees and supervisors on human resources-related topics.
  • Maintains human resources information systems and generates reports as needed.
  • Assists in the development and implementation of human resources policies, procedures, and programs.
  • Performs other related duties as assigned.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, or a related field.
  • Two (2) years of professional human resources experience, preferably in the public sector.
  • Knowledge of human resources principles, practices, and procedures, including recruitment, selection, classification, compensation, benefits administration, employee relations, training, and performance management.
  • Knowledge of federal, state, and local laws and regulations related to human resources.
  • Ability to maintain confidentiality and handle sensitive information with discretion.
  • Strong interpersonal, communication, and customer service skills.
  • Ability to work independently and as part of a team.
  • Proficiency in Microsoft Office Suite and human resources information systems.

Preferred Qualifications

  • Professional certification in human resources (e.g., PHR, SHRM-CP) is desirable.
  • Experience with NEOGOV or similar human resources software.
